Dr. E. C. Djamson, a distinguished Ghanaian Lawyer and Diplomat, has put political scientists and students of international law into his debt. His work is an important contribution to the literature of Afro-European co­ operation. He examines the history of relations between the European Economic Community and the Associated African States; he provides a thorough analysis of the international institutions and of the wider political, economic and legal problems involved in Afro-European co-operation. The author is concerned with the manner in which African sovereign states are now able to enter into relations with Europe on a basis of legal equality. He emphasizes the principles involved in the law of nations; this should comprise, not merely "civilized" law in traditional parlance, but also Mrican customary law. As Dr. Djamson puts it, "the international community can no longer afford to ignore the principles of law peculiar to the so-called Third World . . . after all the 'general principles of law recognized by civilized nations' are not at variance with the basic ideas of law andjustice as understood by the newcomers to the international scene. " At the same time, both the new states and the old, established powers must accept those obligations that derive from their being signatories to international agreement. Adherence to the principle of pacta sunt obser­ vanda does not violate sovereignty, but of itself gives evidence of a country's maturity and ability to co-exist with other sovereign entities. Dr.

Among the myriad of changes that took place in Great Britain in the first half of the nineteenth century, many of particular significance to the historian of science and to the social historian are discernible in that small segment of British society drawn together by a shared interest in natural phenomena and with sufficient leisure or opportunity to investigate and ponder them. This group, which never numbered more than a mere handful in comparison to the whole population, may rightly be characterized as 'scientific'. They and their successors came to occupy an increasingly important place in the intellectual, educational, and developing economic life of the nation. Well before the arrival of mid-century, natural philosophers and inventors were generally hailed as a source of national pride and of national prestige. Scientific society is a feature of nineteenth-century British life, the best being found in London, in the universities, in Edinburgh and Glasgow, and in a few scattered provincial centres.

In the wake of the failure of the OECD draft Multilateral Agreement on Investment (MAI), it has become clear that any attempt to regulate investment at the global level must pay serious attention to the position of developing countries. This collection of essays sheds light on this and other legal, political, and economic issues affecting the intense international debate on this important subject. The result of a symposium sponsored in April 1999 by the E.M. Meijers Institute of Legal Studies at Leiden University, Multilateral Regulation of Investment presents the incisive views of nine outstanding authorities, both academics and practitioners, in disciplines related to investment and development. The authors agree in seeing the objectives of the multilateral regulation of investment, both direct and portfolio, as not only reducing risk but also enhancing trust between investors and states, as host states must be sure that foreign investors will genuinely contribute to sustainable development and the well-being of their populations.

Ernst Mach (1838-1916) was a seminal philosopher-scientist and a deserving member of the canon of major twentieth-century thinkers. Yet, despite a healthy resurgence in Mach studies, he is still widely thought to represent a simplistic positivist, even sensationalist, position that does not at all reflect the depth of Mach's interests and subtlety as a philosopher. By exploring Mach's views on science as well as philosophy, this book attempts to wrest him free from his customary association with logical positivism and to reinterpret him on his own terms as a natural philosopher and naturalist about human knowledge. Mach's development and his influences from 19th century German philosophy and science are probed in great conceptual and historical detail, and attention is paid to his unpublished Nachlaß as well as to the affinities between Mach's thought and that of other major philosopher-scientists such as Einstein, Bertrand Russell, William James, Helmholtz, Riemann, Herbart and Kant. In particular, the book strives to set forth the true nature of Mach's sensation-elements, the motivations for his critique of the concepts of space and time in physics, and the real meaning of his famous critique of metaphysics. The author's work has appeared in Synthese, Kant-Studien, Studies in History and Philosophy of Modern Physics and the Journal of the History of the Behavioral Sciences, but here these inquiries are gathered into a unified historico-critical treatment that follows Mach's conceptual development and the culmination of his work in a unique and intriguing natural philosophy. Physicists, psychologists, philosophers of science, historians of twentieth-century thought and culture, and educators will find this volume a valuable help in interpreting Mach's ideas in a context that includes philosophy and science and the bridge between them.
