Can a parrot understand complex concepts and mean what it says? Since the early 1900s, most studies on animal-human communication have focused on great apes and a few cetacean species. Birds were rarely used in similar studies on the grounds that they were merely talented mimics--that they were, after all, "birdbrains." When the Spanish arrived in Peru in 1532, men of the Inca Umpire worshipped the Sun as Father and their dead kings as ancestor heroes, while women venerated the Moon and her daughters, the Inca queens, as founders of female dynasties. In the pre-Inca period such notions of parallel descent were expressions of complementarity between men and women. Examining the interplay between gender ideologies and political hierarchy. Irene Silverblatt shows how Inca rulers used their Sun and Moon traditions as methods of controlling women and the Andean peoples the Incas conquered. She then explores the process by which the Spaniards employed European male and female imageries to establish their own rule in Peru and to make new inroads on the power of native women, particularly poor peasant women. Harassed economically and abused sexually, Andean women fought back, earning in the process the Spaniards' condemnation as "witches." Fresh from the European witch hunts that damned women for susceptibility to heresy and diabolic influence, Spanish clerics were predisposed to charge politically disruptive poor women with witchcraft. Professor Silverblatt shows that these very accusations provided women with an ideology of rebellion and a method for defending their culture.

In Bordering on Indifference, Irene Vega offers an original, detailed analysis of the rationales that shape how U.S. immigration agents understand and carry out their professional responsibilities. Drawing on interviews with ninety immigration agents—Border Patrol Agents and ICE Deportation Officers, most of whom are Mexican Americans from the region around the border—Vega examines why they took the job and how their training and socialization shape the ways that they grapple with the racial and moral issues raised by their work.Vega shows that indifference is the bureaucratic resource that allows agents to look away from the most morally ambiguous aspects of their work and helps them cultivate legitimacy for their employer. She traces the development of the agents’ “moral economy”—the configuration of norms, values, and sensibilities that undergirds how they perform their work. In the mid-twentieth century, models of development studies were products of postwar American policy. They focused on newly independent states in the Global South, aiming to assure their pro-Western orientation by promoting economic growth, political reform and liberal democracy. However, this prevented real democracy and radical change. Today, projects of democracy have evolved in a radically different political environment that seems to have little in common with the postwar period. Development Against Democracy, however, testifies to a revealing continuity in foreign policy, including in justifications of 'humanitarian intervention' that echo those of counterinsurgency decades earlier in Latin America, the Middle East and Southeast Asia. Irene L. Gendzier argues that the fundamental ideas on which theories of modernisation and development rest have been resurrected in contemporary policy and its theories, representing the continuity of postwar US foreign policy in a world permanently altered by globalisation and its multiple discontents, the proliferation of 'failed states,' the unprecedented exodus of refugees, and Washington's declaration of a permanent war against terrorism.
