मुझे न दिशाएँ समझ आतीं हैं और न रास्ते, पर फिर भी मैं नई राहों से गुज़रने की हिम्मत जुटा पाती हूँ। पहाड़ की ऊँची चोटी मुझे उतनी प्रभावित नहीं करती जितनी कि वहाँ पहुँचने से पहले की यात्रा सुहाती है। वहाँ मैं कई मर्तबा रुक-रुककर न केवल अपनी श्वाँस को सामान्य करती हूँ बल्कि उस पल भर के ठहराव को भी खुलकर महसूस करती हूँ। प्रायः अपने कैमरे में क़ैद भी कर लिया करती हूँ। यहाँ रोज चढ़ने-उतरने वाले लोग जब डग भरते हुए आगे निकल जाते हैं तो मेरा मन उनके प्रति आदर से भर उठता है और उनके होठों के इर्दगिर्द उभरती दो लक़ीरें मुझमें अपार ऊर्जा का संचार कर देती हैं। रोज चढ़ने-उतरने वाले इन लोगों के मन में कभी भी इस काम को लेकर उबाऊपन नहीं दिखता। ये खुश हैं अपने-आपसे। आज के दौर में मुस्कुराते चेहरे दिखते ही कितने हैं न जाने हँसी और प्रेम को भूल लोग व्यर्थ के तनाव और ईर्ष्या को क्यों गले लगा बैठे हैं। हर बीते पल के साथ जीवन हाथ छोड़ता जा रहा है फिर भी कुछ लोग साथ की महत्ता नहीं समझ सके समंदर के साथ-साथ मीलों चलना चाहती हूँ ये जाने बिना कि न जाने उस आख़िरी छोर पर क्या होगा, कुछ होगा भी या नहीं पर मैं उस तक पहुँचना चाहती हूँ। मछुआरे जाल फेंकते हैं, उनका समूह एक साथ गाते हुए एक-दूसरे का उत्साह बढ़ाता है। कभी नाव को किनारे लगाते समय सब पंक्तिबद्ध खड़े होकर रस्सी खींचते हैं। मैं ठिठककर उनके पास खड़ी हो सहायता करने की सोचती हूँ, ये जानते हुए भी कि इस रस्सी को थाम लेने भर से मैं इसे खींच नहीं पाऊँगी और यह प्रयास भी बेहद बचकाना है पर ऐसा करना अच्छा लगता है मुझे। क्योंकि उस समय उनके चेहरों पर जीवन राग की सबसे सुन्दर तस्वीर दिखाई देती है।

The book draws on critical media policy studies, to study the principles and performances of policies and policymaking for community radio in four countries of South Asia---Sri Lanka, Nepal, India, and Bangladesh. It focuses on the processes and practices of deliberation that go into policymaking, across space and time, and the global-local spectrum. It stitches together a critical media policy ethnography, drawing on over a 100 formal interviews and informal conversations with policy actors from South Asia, in a bid to present a deliberative policy analysis of policymaking for community radio in the region. Drawing on Grounded Theory, the book fleshes out the Deliberative Policy Ecology Approach as an inclusive heuristic to study media policies.
