This book lifts the veil of excessively optimistic propositions covering the whole better regulation agenda. It provides an innovative conceptual framework to handle the political complexity of regulatory governance. It approaches better regulation as an emerging public policy, with its own political context, actors, problems, rules of interaction, instruments, activities and impacts. Focusing on the key tools of impact assessment, consultation, simplification, and access to legislation, the authors provide fresh empirical evidence on the progress made in the member states and in Brussels, drawing on an extensive research project and an original survey of directors of better regulation programmes in Europe. Near-field (NF) measurement techniques and the related NF to far-field (FF) transformations are gaining interest for their ability to allow an accurate evaluation of the radiation characteristics of those antennas whose electric sizes do not make it possible to perform direct FF measurements in a controlled and reflection-free environment, such as the anechoic chamber. This book provides a comprehensive treatment of classical NF-FF transformation techniques and describes the significant improvements achieved in their performance by correctly applying the non-redundant sampling representations of antenna radiated electromagnetic (EM) fields. Non-Redundant Near-Field to Far-Field Transformation Techniques is designed to meet the needs of students of antenna NF measurements, as well as of engineers and physicists working in the area. It has been written keeping in mind the fulfilment of two main objectives. The former is to provide all the analytical details on the derivation of the classical NF-FF transformation techniques without and with probe compensation, which are not easily available elsewhere in the literature. The latter is to give a comprehensive description of effective representations of the EM fields radiated over arbitrary rotational surfaces, which make use of a non-redundant (i.e., minimum) number of samples collected on these surfaces or along proper spirals wrapping them.

This book describes the possible distribution of life in the Milky Way. Our description is mathematical in order to be extrapolated from what we know that happened on Earth to what might have happened on the huge number of extrasolar planets existing in the Milky Way Galaxy. We use the statistical Drake equation, which identifies parameters for calculating the total number of life forms at all levels. While the original Drake equation (1961) contained seven factors only, we extend the number of factors to 50, thus incorporating much of the scientific knowledge about the Evolution of Life available in 2024. As such, this book aims at being a narrative of a series of events, starting with pre-life epochs and extending them into the present and into the future. This book, while well rooted in scientific and mathematical models, depicts the drama of life - whether it emerges and thrives or succumbs and vanishes. It's a tale of attempts, defeats, and progress, unfolding not along the scale of Human Lifetimes, but rather along the scale of Galactic Civilizations billion years long.
