The distinctions between adaptive and non-adaptive models of communication are shown and details are given of working predictive text generation systems. One such system is the Reactive Keyboard, and in the second part of the book this is described. It greatly speeds communication by predicting the user's next response, although it does not always predict correctly. The guesses are made on the basis of previous answers and thus can conform to whatever kind of text is entered. This will be of great value to all involved in helping disabled users interact with computers.

Energy taxes can produce substantial environmental and revenue benefits and are an important component of countries' fiscal systems. Although the principle that these taxes should reflect global warming, air pollution, road congestion, and other adverse environmental impacts of energy use is well established, there has been little previous work providing guidance on how countries can put this principle into practice. This book develops a practical methodology, and associated tools, to show how the major environmental damages from energy can be quantified for different countries and used to design the efficient set of energy taxes. The results, which are illustrated for more than 150 countries, suggest there is pervasive mispricing of energy across developed and developing countries alike with much at stake in policy reform. At a global level, implementing efficient energy prices would reduce carbon emissions by an estimated 23 percent and fossil-fuel air pollution deaths by 63 percent, while raising revenues (badly needed for fiscal consolidation and reducing other burdensome taxes) averaging 2.6 percent of GDP.

This volume consists mainly of letters exchanged between Sir Ernest Satow (1843-1929) and his former subordinate John Harington Gubbins (1852-1929) in their retirement, from 1906 to 1927.There are also some letters from Satow to the Japanese art collector and businessman the Hon. Henry Marsham (1845-1908) in the period 1894-1907. An expert foreword by Dr. J.E. Hoare, formerly of HM Diplomatic Service and a teaching fellow at SOAS, is included. Volume I consists of Satow's correspondence with William George Aston and Frederick Victor Dickins, and is mainly on Japanology. Volume III consists of Satow's correspondence with Lord Reay, on international law and the social, political and economic situation in Europe and the UK before, during and after World War One.
