The Case Against the Davis-Bacon Act

The Case Against the Davis-Bacon Act

Armand J. Thieblot

Routledge
2017
sidottu
The Davis-Bacon Act is a United States federal law that established the requirement that prevailing wages must be paid on public works projects. In this book, Armand J. Thieblot argues that the law was passed under false pretenses and based on flawed economic logic. Despite this, the law continues to expand in scope and increase in cost. The act is supported by a substantial bureaucracy within the Department of Labor that has resisted all efforts at substantive modernization or reform. Today, the Davis-Bacon Act is the bedrock upon which stands one of the last bastions of private unionization in the construction industry. This book provides a compelling list of fifty-four separate reasons why the Davis-Bacon Act should be repealed.Thieblot deals with the history, purposes, and administrative concepts of prevailing wage laws, providing an overview of the act's administration. He covers the survey and determination process, and delves into how the act is administered. Thieblot summarizes its direct and indirect costs, evaluates counterclaims on the economic impact of Davis-Bacon, and considers compromises short of full repeal. Also included are seven appendices that provide full support for the conclusions summarized in the main text.Thieblot documents a case against Davis-Bacon that is neither judgmental nor political, but he does question whether there is compelling public interest in maintaining a federal prevailing wage law. He puts forward a list of reasons why the Davis-Bacon Act should be repealed, making a convincing case that deserves action and not just simple consideration. This work should be read by all economists, lawmakers, and government officials.

Did you know that a Yankee soldier saved the life of Confederate President Jefferson Davis? Between May 24, 1865, and December 25, 1865, Union surgeon John J. Craven was assigned to care for the newly arrested Davis, imprisoned at Fort Monroe, Hampton, Virginia. Dr. Craven immediately demanded that his superiors put an end to Davis' barbaric treatment, and set about making improvements in the prisoner's conditions that included new clothing, a fresh nutritious diet, current reading material, and daily outdoor exercise. These betterments changed the course of history. Thanks to the doctor's kindly nature and attentive care, Davis was brought back from the brink of death and went on to live another 22 years, throughout which he vigorously defended the South and wrote several important works on the Southern Confederacy.Fortunately, Dr. Craven took notes during his visits with the great Southern leader and later compiled them into a provocative book entitled, Prison Life of Jefferson Davis. First published in 1866, it humanized the great but misunderstood Confederate leader and helped soften the Liberal North's negative image of the Conservative South. In our ongoing effort to preserve Southern history, Sea Raven Press is proud to publish Craven's book as a beautiful reprint, respectfully arranged, edited, designed, and copiously illustrated by award-winning writer-historian-artist, Lochlainn Seabrook, a cousin of President Davis, a member of the Sons of Confederate Veterans, and the author and editor of over 70 scholarly and educational books. As with all of our reprints, not a single word has been added to or subtracted from the original text. Along with a helpful "Notes to the Reader" section (that provides background on mid 19th-Century politics as well as his comments on his role as Craven's editor), Mr. Seabrook includes an absorbing introduction that provides context, interest, and background to Craven's already intriguing work.A bestseller in its day, Prison Life of Jefferson Davis stirred up its share of controversies in both the South and the North, creating unsolved mysteries and partisan disputes that have continued into the 21st Century. Our Left-wing controlled education system and mainstream publishing houses have all but ignored and even suppressed Craven's book. But Mr. Seabrook has rejuvenated it in this attractive, easy-to-read edition - the only reprint currently available with illustrations and an informative South-friendly introduction. Comes in paperback and hardcover.

David Davis, Abraham Lincoln's Favorite Judge

David Davis, Abraham Lincoln's Favorite Judge

Raymond J. McKoski

One of Abraham Lincoln’s staunchest and most effective allies, Judge David Davis masterminded the floor fight that gave Lincoln the presidential nomination at the 1860 Republican National Convention. This history-changing event emerged from a long friendship between the two men. It also altered the course of Davis’s career, as Lincoln named him to the U.S. Supreme Court in 1862. Raymond J. McKoski offers a biography of Davis’s public life, his impact on the presidency and judiciary, and his personal, professional, and political relationships with Lincoln. Davis lent his vast network of connections, organizational and leadership abilities, and personal persuasiveness to help Lincoln’s political rise. When Davis became a judge, he honed an ability to hear each case with complete impartiality, a practice that endeared him to Lincoln but one day put him at odds with the president over important Civil War–era rulings. McKoski details these cases while providing an in-depth account of Davis’s role in Lincoln’s two unsuccessful campaigns for U.S. Senate and the fateful run for the presidency.
