In 1700 the armies of the Russian Tsar Peter the Great and Charles XII of Sweden met at Narva to fight the first battle of what was to be known as the Great Northern War. Although this first engagement was to result in a humiliating defeat for Peter, it marked the start of a struggle that twenty years later would see Russia emerge as a major power and radically alter the balance of power in Europe. This work examines the changes in the balance of power in Europe in the early eighteenth century as a result of the Great Northern War and the War of the Spanish Succession through the writings and career of Charles Whitworth, the first British Ambassador to Russia, and Minister in The Hague, Berlin, Ratisbon and Cambrai. Whitworth was an acute, witty and indefatigable writer. His long and detailed dispatches and reports comment on Russian, Prussian, Austrian and Dutch domestic and foreign policy, on trading and commercial matters, on leading personalities and events, and on the diplomacy of the Great Northern War and the War of Spanish Succession. He was in Russia from 1705 to 1712 and witnessed the growing military, naval and commercial power of the state and was acutely aware of the potential threat of Russia to British interests. The period of Whitworth's diplomatic career, from 1702-1725, witnessed a dramatic shift in the balance of power in the North, and the nature, and timing, of Whitworth's postings made him uniquely qualified to chart and analyse this development. Drawing on a wide variety of manuscript sources, Dr Hartley has produced a compelling account both of Whitworth and the momentous events taking place in Europe at the beginning of the eighteenth century.

Thoroughly embedded in postmodern theory, this book offers a critique of traditional conceptions of the liberal arts, exploring the challenges posed by cultural diversity to the aims and methods of a humanist education. Janet M. Atwill investigates a neglected tradition of rhetoric, exemplified by Protagoras and Isocorates, and preserved in Aristotle's Rhetoric. This tradition was rooted in the ancient sophistic and platonic conceptions of techné, or productive knowledge, that appears both in literary texts from the seventh century B.C.E. and in medical and technical treatises from the fifth century B.C.E. Atwill examines these traditions, together with sophistic and platonic conceptions, and considers the commentaries on Aristotle's Rhetoric by E. M. Cope and William S. J. Grimaldi, where the concepts of techné and productive knowledge disappear in the modern opposition between theory and practice. Since models of knowledge are closely tied to models of subjectivity, Atwill's examination of techné also explores the role of political, economic, and educational institutions in standardizing a specific model for subjectivity. She argues that the liberal arts traditions largely eclipsed the social and political functions of rhetoric, transforming it from an art of disrupting and reinventing lines of power to a discipline of producing a normative subject, defined by virtue but modeled on a specific gender and class type.

This volume explores the development of the early 20th-century railroad circus against such broader historical developments as the rise of big business, the breakdown of separate spheres for men and women, and the genesis of the United States' overseas empire. It casts the circus as a powerful force in consolidating the nation's identity as a modern industrial society and world power. It goes on to view the many shows that took place under the big top, from scripted performances to exhibitions of labourers to acrobats falling and animals rampaging. Turning Victorian notions of gender, race and nationhood on their head, the circus brought its vision of a rapidly changing world to spectators, both rural and urban, across the nation. This book suggests that even today the influence of the circus continues to resonate in popular representations of gender, race, and the wider world.

This is the story of George H. Mahon, a man who went to Congress in 1935, when the House Committee on Appropriations still allocated a small amount of money to buy military horses. Forty-four years later, when Mahon retired as Chairman of that same committee, the committee was debating funds to purchase a bomber capable of traveling at 2,000 miles an hour. With a career spanning nearly a half century—including almost the entire Cold War—Mahon grew from a West Texas country lawyer to one of the most powerful men in the US House of Representatives, serving twenty-two consecutive terms from 1935–1978.During his time in Congress, Mahon worked easily with the giants of government, enjoying the friendship and confidence of seven of the eight presidents with whom he served. He worked just as comfortably with his constituents in the Nineteenth Congressional District of Texas. Mahon served on several Congressional committees, but it is through his service on the House Appropriations Committee and the Subcommittee on Defense Appropriations that he had the greatest national impact. He often bragged that under his leadership the Subcommittee on Defense Appropriations was the most non-partisan committee in Congress. Mahon led the subcommittee with a strong but gentle hand that earned him the respect of all who served with him.
