Strategic communication is a powerful tool for creating broad-based support for reform and change initiatives. Much has been written about why communication matters in reform efforts, but there is scant material available to help those who manage reforms apply communication concepts and approaches to their own programs and policy-reform initiatives. This book attempts to bridge that gap. The authors present a pragmatic and systematic approach for reformers ready to use communication strategically to achieve their reform goals. "The Five Communication Management Decision Tool" helps reformers and their teams develop a framework for their communication strategies. This decision tool helps managers see change initiatives through the eyes of those who will be affected by the reforms. When the decision tool is used in the early stages of the development of change programs, reformers gain an even deeper understanding of the stakeholders' perspectives on the reforms, which influence stakeholder opposition or support for them. Such understanding will not only be instructive, but possibly transformative - for both change agents and those stakeholders whose support is critical to the success of reform. Reform agents may recognise the source of stakeholder resistance and be able to revise reform goals and redesign change interventions. Intra-Site Obsidian Distribution and Consumption Patterns in Northern Belize and the North-Eastern Peten
Long-distance trade of obsidian in the Maya realm has been documented as early as the Middle Formative Period (1000-400 BC). Obsidian exchange continued in each succeeding period, through the Post-Classic (AD 900-1525), varying in both intensity and source of origin. It is the temporal variations in source utilisation that have formed the basis for obsidian research in the Maya area. By focusing on the origin of the obsidian and the temporal context these studies provide valuable information in documenting shifts in source utilisation. This work focuses on the distribution and consumption of obsidian on an intra-site scale with an intent to determine if variation in source utilisation can be attributed directly or indirectly to contextual variations. For the purposes of this study three types of context were identified, functional, archaeological and social. Information regarding obsidian consumption was compiled from ten sites and two survey areas spanning four geographic regions across Northern Belize and North-eastern Peten.

A trustworthy repository provides assurance in the form of management documents, event logs, and audit trails that digital objects are being managed correctly. The assurance includes plans for the sustainability of the repository, the accession of digital records, the management of technology evolution, and the mitigation of the risk of data loss. A detailed assessment is provided by the ISO-16363:2012 standard, "Space data and information transfer systems—Audit and certification of trustworthy digital repositories." This book examines whether the ISO specification for trustworthiness can be enforced by computer actionable policies. An implementation of the policies is provided and the policies are sorted into categories for procedures to manage externally generated documents, specify repository parameters, specify preservation metadata attributes, specify audit mechanisms for all preservation actions, specify control of preservation operations, and control preservation properties as technology evolves. An application of the resulting procedures is made to enforce trustworthiness within National Science Foundation data management plans.
