In 1796, the Jews of St. Thomas founded the first Jewish congregation on this Caribbean island. By 1803, new arrivals from England, France, and the neighboring islands of St. Eustatius and Curaçao increased the original number from a handful of congregants to twenty-two families. Their small synagogue was destroyed by fires and rebuilt several times. The congregation numbered sixty-four families by the time the present synagogue was erected in 1833. It is by now the oldest synagogue in continuous use under the American flag. The congregation was also among the first to receive copies of the new West London Reform liturgy when it came out in 1841 and the first in this hemisphere to hold a Jewish confirmation ceremony, two years later. In addition, the St. Thomas Synagogue has produced its own unique religious literature relating to hurricanes! While the synagogue has served for over 200 years as a central religious and social gathering place, the Jews of St. Thomas have been highly mobile members of a progressive, cosmopolitan society that at times rivaled any in the world. As an accepted part of the larger community, members were accomplished, model citizens in a highly tolerant Danish colonial society. Jews took positions in government, served as auctioneers, participated in the local Masonic lodges, and represented other countries as consuls in St. Thomas. As traders in a mercantile culture, the Jews contributed to the activity of one of the world's busiest harbors and played a crucial role in St. Thomas's nineteenth-century rise to prominence in the northern Caribbean.

George Seevers was born in Illinois and at the age of 2 was placed in an orphanage. He was made to work at an early age and was not allowed to go to school. A kindly matron took pity on him and taught him to read. He read everything that he could of and after reading a story about the Pacific Ocean, had a dream of seeing the ocean and tasting the salt water. At the age of 15, George ran away from the orphanage, making his way west. He spent time in Rapid City, SD, working on a farm and when the urge hit him again, headed West ending up in Cheyenne, Wy. There he got a job working in a hotel restaurant and meeting the owner's daughter. They were eventually married and started their family. Again, the urge to see the ocean came upon him and he moved his family west. He eventually settled in a small town in Eastern Washington, bought a hotel and raised his 5 children there. Years later, he went to Portland to rescue his oldest daughter and made a trip to Cannon Beach, Oregon. He was able to see Haystack Rock and taste the salty water of the Pacific Ocean. He returned to Eastern Washington with his daughter and new grandson feeling like he had accomplished his goal of seeing the Ocean.

This book examines the way international court judges are chosen. Focusing principally on the judicial selection procedures of the International Court of Justice and International Criminal Court, it provides the first detailed examination of how the selection process works in practice at national and international levels: what factors determine whether a state will nominate a candidate? How is a candidate identified? What factors influence success or failure? What are the respective roles of merit, politics, and other considerations in the nomination and election process? The research was based on interviews, case studies and survey data in a range of different states. It concludes that although the nature and quality of nomination and election processes vary widely, a common theme indicates the powerful influence of domestic and international political considerations, and the significant role of a small group of diplomats, civil servants, lawyers, and academics, often without transparency or accountability. The processes allow overt political considerations to be introduced throughout the decision-making process in ways that may detract from the selection of the most highly qualified candidates and, ultimately, undermine independence. This is particularly evident in the election campaigning that has become a defining feature of the selection process, accompanied by widespread vote trading and reciprocal agreements between states. The effect of these practices is often to undermine the role of statutory selection criteria and to favour candidates from more politically powerful states. The book reviews new judicial selection models adopted or proposed in other international and regional courts, and considers a number of proposals for change to promote more independent, transparent, and merit-based nomination and election procedures.
