Africa's World War: Congo, the Rwandan Genocide, and the Making of a Continental Catastrophe
The Rwandan genocide sparked a horrific bloodbath that swept across sub-Saharan Africa, ultimately leading to the deaths of some four million people. In this extraordinary history of the recent wars in Central Africa, Gerard Prunier offers a gripping account of how one grisly episode laid the groundwork for a sweeping and disastrous upheaval. Prunier vividly describes the grisly aftermath of the Rwandan genocide, when some two million refugees--a third of Rwanda's population--fled to exile in Zaire in 1996. The new Rwandan regime then crossed into Zaire and attacked the refugees, slaughtering upwards of 400,000 people. The Rwandan forces then turned on Zaire's despotic President Mobutu and, with the help of a number of allied African countries, overthrew him. But as Prunier shows, the collapse of the Mobutu regime and the ascension of the corrupt and erratic Laurent-D sir Kabila created a power vacuum that drew Rwanda, Uganda, Angola, Zimbabwe, Sudan, and other African nations into an extended and chaotic war. The heart of the book documents how the whole core of the African continent became engulfed in an intractible and bloody conflict after 1998, a devastating war that only wound down following the assassination of Kabila in 2001. Prunier not only captures all this in his riveting narrative, but he also indicts the international community for its utter lack of interest in what was then the largest conflict in the world. Praise for the hardcover: "The most ambitious of several remarkable new books that reexamine the extraordinary tragedy of Congo and Central Africa since the Rwandan genocide of 1994."--New York Review of Books "One of the first books to lay bare the complex dynamic between Rwanda and Congo that has been driving this disaster."--Jeffrey Gettleman, New York Times Book Review "Lucid, meticulously researched and incisive, Prunier's will likely become the standard account of this under-reported tragedy."--Publishers Weekly

Despite five decades of research, parallel computing remains an exotic, frontier technology on the fringes of mainstream computing. Its much-heralded triumph over sequential computing has yet to materialize. This is in spite of the fact that the processing needs of many signal processing applications continue to eclipse the capabilities of sequential computing. The culprit is largely the software development environment. Fundamental shortcomings in the development environment of many parallel computer architectures thwart the adoption of parallel computing. Foremost, parallel computing has no unifying model to accurately predict the execution time of algorithms on parallel architectures. Cost and scarce programming resources prohibit deploying multiple algorithms and partitioning strategies in an attempt to find the fastest solution. As a consequence, algorithm design is largely an intuitive art form dominated by practitioners who specialize in a particular computer architecture. This, coupled with the fact that parallel computer architectures rarely last more than a couple of years, makes for a complex and challenging design environment. To navigate this environment, algorithm designers need a road map, a detailed procedure they can use to efficiently develop high performance, portable parallel algorithms. The focus of this book is to draw such a road map. The Parallel Algorithm Synthesis Procedure can be used to design reusable building blocks of adaptable, scalable software modules from which high performance signal processing applications can be constructed. The hallmark of the procedure is a semi-systematic process for introducing parameters to control the partitioning and scheduling of computation and communication. This facilitates the tailoring of software modules to exploit different configurations of multiple processors, multiple floating-point units, and hierarchical memories. To showcase the efficacy of this procedure, the book presents threecase studies requiring various degrees of optimization for parallel execution.

Prevention or control Written against the backdrop of increasing fines for health and safety offences against companies and individuals, this guide provides straightforward advice on how to avoid or deal with health and safety prosecutions in a practical manner. The authors explain the law surrounding health and safety prosecutions as detailed by the Health and Safety at Work Act 1974 and the Management of Health and Safety at Work Regulations 1999, and analyse the practical issues involved in such prosecutions. Corporate considerations A guide to health and safety prosecutions provides valuable information on enforcement, investigations by the police and Health and Safety Executive, inquests, funding and how a case progresses through the criminal courts. It also includes detailed information about the issues that an organisation needs to consider when faced with an investigation. There is an extensive chapter explaining the sentencing process for convicted individuals and companies that also details the current trends in this area. The book covers manslaughter prosecutions of individuals and companies along with an analysis and explanation of the Corporate Manslaughter and Corporate Homicide Bill. A practical knowledge base ?Written in bite-size chapters that can be read as stand-alone documents, this practical guide provides a knowledge base for directors and managers as health and safety issues rise rapidly up the corporate governance agenda.

The 18th century was a wealth of knowledge, exploration and rapidly growing technology and expanding record-keeping made possible by advances in the printing press. In its determination to preserve the century of revolution, Gale initiated a revolution of its own: digitization of epic proportions to preserve these invaluable works in the largest archive of its kind. Now for the first time these high-quality digital copies of original 18th century manuscripts are available in print, making them highly accessible to libraries, undergraduate students, and independent scholars.Rich in titles on English life and social history, this collection spans the world as it was known to eighteenth-century historians and explorers. Titles include a wealth of travel accounts and diaries, histories of nations from throughout the world, and maps and charts of a world that was still being discovered. Students of the War of American Independence will find fascinating accounts from the British side of conflict. ++++The below data was compiled from various identification fields in the bibliographic record of this title.
