The U.S. Army fought World War II with mat riel much of which was developed in the decade prior to our entry, particularly in the period following the German blitz in Poland. Our efforts to develop munitions to the point where our armies could cope on equal terms with those of potential enemies are covered here in this, the first of three projected volumes on the history of the Ordnance Department in World War II. How well the Ordnance Department succeeded in matching the Germans in quality continues to be a matter of debate both within the Ordnance Department itself, and between the using arms and the Department. German jurist and legal theorist Carl Schmitt (1888-1985) significantly influenced Western political and legal thinking in the last century, yet his life and work have also stirred considerable controversy. While his ideas have been used and diffused by prominent philosophers on both the left and the right, such as Jurgen Habermas and Leo Strauss, his Nazi-era past, especially his active efforts to remove Jewish influence from German law, has cast a cloud over his life and oeuvre. Still, his many supporters have generally been successful in claiming that Schmitt's was an ""antisemitism of opportunity,"" a temporary affectation to gain favor with the Nazis. In ""Carl Schmitt and the Jews"", available in English for the first time, historian Raphael Gross vigorously repudiates this ""opportunism thesis."" Through a reading of Schmitt's corpus, some of which became available only after his death, Gross highlights the importance of the ""Jewish Question"" on the breadth of Schmitt's work. According to Gross, Schmitt's antisemitism was at the core of his work - before, during, and after the Nazi era. His influential polarities of ""friend and foe,"" ""law and nomos,"" ""behemoth and Leviathan,"" and ""ketechon and Antichrist"" emerge from a conceptual template in which ""the Jew"" is defined as adversary, undermining the Christian order with secularization. "Approval Voting" proposes a compelling way to elect some 500,000 officials in public elections. Under this system voters may vote for, or approve of, as many candidates as they like in multicandidate elections. Among the many benefits of approval voting are its propensity to elect the majority candidate (rather than the strongest minority candidate, as often occurs under plurality voting), its relative invulnerability to insincere or strategic voting, and - by offering voters the opportunity to influence election outcomes more equitably - a probable increase in voter turnout. Since the publication of the first edition of this book, its arguments in favor of an election reform practically unknown in 1983 have stood the test of time. Perhaps the proof of the pudding lies in the adoption of approval voting by about a dozen professional societies - several with tens of thousands of members - and their generally favorable experience with it. After a generation of discussion and debate on the subject, the authors remain convinced that "Approval Voting" is as relevant today as it was when rigorous analysis and systematic empirical research on this election reform began more than 30 years ago.

Because of the redistributive nature of institutions and the availability of implementable alternatives with different distributive consequences, the desire of federation members to change institutional specifics in their favor is a permanent feature of the federal political process. This is so for two reasons. First, states or their equivalents in democratic federations usually can succeed in renegotiating the rules if they feel sufficiently motivated to do so. Second, in the case of a federation it is more or less clear who stands to benefit from any change in institutions. Thus, the existence of an equilibrium of constitutional legitimacy at the popular and elite levels cannot be taken for granted. The authors show that the presence in the political process of agents who are ‘naturally committed’ to the status-quo institutional arrangement can suffice to coordinate voters to act as if they support existing constitutional arrangements.

In response to this complexity, research in organizational efficiency analysis has flourished.
