What does liberty entail? How have concepts of liberty changed over time? And what are the global consequences? This book surveys the history of rival views of liberty from antiquity to modern times. Quentin Skinner traces the understanding of liberty as independence from the classical ideal to early modern Britain, culminating in the claims of the Whig oligarchy to have transformed this idea into reality. Yet, with the Whig vision of a free state and civil society undermined by the American Revolution of 1776, Skinner explores how claims that liberty was fulfilled by an absence of physical or coercive restraint came to prominence. Liberty as Independence examines new dimensions of these rival views, considering the connections between debates on liberty and debates on slavery, and demonstrating how these ideas were harnessed in feminist discussions surrounding limitations on the liberty of women. The concept of liberty is inherently global, and Skinner argues strongly for the reinstatement of the understanding of liberty as independence.

The first half of the book focuses on the classical rules of judicial rhetoric. Commercial Agreements and Social Dynamics in Medieval Genoa is an empirical study of medieval long-distance trade agreements and the surrounding social dynamics that transformed the feudal organization of men-of-arms into the world of Renaissance merchants. Drawing on 20,000 notarial records, the book traces the commercial partnerships of thousands of people in Genoa from 1150 to 1435 and reports social activity on a scale that is unprecedented for such an early period of history. In combining a detailed historical reading with network modeling to analyze the change in the long-distance trade relationships, Quentin van Doosselaere challenges the prevailing western-centric view of development. He demonstrates that the history of the three main medieval economic frameworks that brought about European capitalism - equity, credit, and insurance - was not driven by strategic merchants' economic optimizations but rather by a change in partners' selections that reflected the dynamic of the social structure as a whole.

Such a system spawns structures and personnel that stay in place irrespective of merit, and keep control of all finances. An alternative to EFM, at work in various other democracies, is programs aimed to permit school choice without financial penalty. In such systems, parents determine the allocation of education-dedicated tax dollars, and can select schools most suited to their children. In contrast, under EFM state schools are sheltered from competitive incentives to excel, to make themselves choiceworthy. And independent schools are damaged because they are deprived of the resources they would have if parents were free to choose.On the one side, defenders of EFM want political control for financial advantage and to block efforts to change.
