Jack McKnight, Captain of the Emma Dawn, a Prince William Sound purse seiner, wants what any twenty-five-year-old Alaskan commercial fisherman wants; a family, a state of the art boat, a cult following, and an engineering firm. March 24th, 1989, a month after Jack invests his life savings into his dream boat, he awakens to the news that the Exxon Valdez has fetched hard ashore Bligh Reef and is spewing crude oil into the pristine waters of Prince William Sound. Jack is enraged but has learned to channel his anger, wrath, and a will to do violence, into more productive emotions - after venting properly by yelling, cussing, and smashing things for therapeutic value. His Father and Uncle, who bought boats the same time as Jack, have no interest in such control. They want revenge, hot, smoky, smelling of singed flesh and bullet seared blood. With every order of his life delegated to apt partners that he might focus on saving his livelihood in Cordova, Jack quickly turns his mind from enraged victim, to peace keeper and opportunist. He returns to Cordova and begins the battle to hold his fishing operation together, heal Prince William Sound and, somehow, come out on top. There are years when everything just seems to click And then there are years like 1989 for a tiny segment of the worlds population devastated by the Exxon Valdez Oil Spill. The Eco Disaster was easily swept under the carpet of time and myriad distractions as the media marches ever onward with it's next big selling horror story to captivate the mind. This is a novel, where everything clicks, as everything is destroyed and for once, the little guy wins just a tiny bit. Jack is the mosquito who sucked the blood of a giant, escaped with it's payload, giggled as it created thousands more mosquitoes, took great satisfaction in knowing that he had caused a temporary itchy bump and greater satisfaction knowing that thousands of his children would continue to create those itchy bumps.

This addition to the Elements of International Law series explores the role of international law as an integral part of the Russian legal system, with particular reference to the role of international treaties and of generally-recognized principles and norms of international law. Following a discussion of the historical place of treaties in Russian legal history and the sources of the Russian law of treaties, the book strikes new ground in exploring contemporary treaty-making in the Russian Federation by drawing upon sources not believed to have been previously used in Russian or western doctrinal writings. Special attention is devoted to investment protection treaties. The importance of publishing treaties as a condition of their application by Russian courts is explored. For the first time a detailed account is given of the constitutional history of treaty ratification in Russia, the outcome being that present constitutional practice is inconsistent with the drafting history of the relevant constitutional provisions. The volume gives attention to the role of the Russian Supreme Court in developing treaty practice through the issuance of "guiding documents" binding on lower courts, the reaction of the Russian Constitutional Court to judgments of the European Court of Human Rights, and the place of treaties as an integral part of the Russian legal system. Butler further explores the hierarchy of sources of law, together with other facets of Russian arbitral and judicial practice with respect to treaties and other sources of international law. He concludes with a consideration of the 'generally-recognized principles and norms of international law' and their role as part of the Russian system.

Since the dissolution of the former USSR, twelve countries have, for the first time in modern history, been confronted with the task of defining their attitudes and policies towards the central means for law-making in the international community - the treaty. This 2002 book was the first comparative commentary in any language on the law of treaties as reflected in the legislation of Russia and other member countries of the Commonwealth of Independent States, and in their international practice. Unusually, each has responded by enacting at least one law (sometimes more) on the procedures for treaty relations with other states and international organisations. The book is accompanied by original authoritative translations of all the relevant laws, an extensive classified bibliography and an informed commentary on every article in the laws.
