The style and membership of cabinets vary in every country. The heads of democratic governments form a cabinet for three principal reasons: 1. The threat that the legislature will significantly amend the government's program as expressed in the budget proposals made by the executive. 2. The threat of dismissal between elections. 3. The risk that the executive will be seen by the public as having departed from a previous tradition of cabinet government and judged poorly as a result. 'Strategic Decision making in Cabinet Government' shows that cabinet government is a rational response to these risks and sets out the institutional arrangements that make the cabinet a binding device. This report recognises the significance of the budget process for collective decision making, but moves beyond the simplistic assumption that trade offs in cabinet government can only be made by reallocating the budget. It supports practical approaches for assessing the strength of cabinet decision making arrangements and for identifying practical steps to improve the prospect that decisions will be collectively binding.

Many countries have undertaken public administration reform projects over the last ten to fifteen years. This book analyzes the experiences and outcomes of these reforms. The analysis starts with ""what was broken""; and then moves on to assess what reformers actually did and what they achieved and why reformers faced with problems in different countries in fact did very different things. The conclusion is that the level and type of reform activity was determined primarily by the degree of traction available to reformers - the leverage available to reformers and the malleability of basic public sector institutions. In some countries reformers had considerable leverage and were able to launch comprehensive reform programs relatively quickly. In other countries with low traction and with comparatively complex constitutional arrangements for public sector architecture, implementing public administration reform appears to be particularly problematic. A number of practical suggestions for approaches to implementing public administration reform are then identified for policy makers and reformers in low traction countries such as the Russian Federation.

In Always More Than One, the philosopher, visual artist, and dancer Erin Manning explores the concept of the "more than human" in the context of movement, perception, and experience. Working from Whitehead's process philosophy and Simondon's theory of individuation, she extends the concepts of movement and relation developed in her earlier work toward the notion of "choreographic thinking." Here, she uses choreographic thinking to explore a mode of perception prior to the settling of experience into established categories. Manning connects this to the concept of "autistic perception," described by autistics as the awareness of a relational field prior to the so-called neurotypical tendency to "chunk" experience into predetermined subjects and objects. Autistics explain that, rather than immediately distinguishing objects-such as chairs and tables and humans-from one another on entering a given environment, they experience the environment as gradually taking form. Manning maintains that this mode of awareness underlies all perception. What we perceive is never first a subject or an object, but an ecology. From this vantage point, she proposes that we consider an ecological politics where movement and relation take precedence over predefined categories, such as the neurotypical and the neurodiverse, or the human and the nonhuman. What would it mean to embrace an ecological politics of collective individuation?

The history of the French in India has received far less scholarly attention than that of other European nations; English historiography, in particular, has often treated it as no more than a preliminary to the extension of British power. In addition, work hitherto has tended to focus on the trade with Europe, not the Asian trade - the 'country trade' carried on within Asia; the full importance of this trade for the Dutch and British is now being recognised. This book represents the first sustained study of French activities in Asian trade, and fills this gap in the historiography. Catherine Manning is concerned to relate the French traders to their social, regional and financial roots, and to trace their connections with other commercial groups in India, both European and Asian. The French evidence that she assembles, including much archival material, also makes a significant contibution to the debate about economic decline and renewal in 18th-century India. Her analysis stresses the importance of the Indian context, and shows that economic and political developments in South India were crucial to the French move from trade to war in the 1740s. Finally the book examines why the French failed in an enterprise which was to succeed so signally for the British only a few decades later.

A native of Georgia, William L. Dawson experienced a political awakening during World War I when he witnessed the U.S. military's unfair treatment of black soldiers. After the war, he became involved in the Republican Party in Chicago and, in 1933, won election as Second Ward Alderman. When his campaign against discrimination in housing and employment failed and he recognized that Republicans were losing power, Dawson decided to switch parties and change tactics. In 1938, he joined forces with two former Army colleagues to create an independent black wing of the Democratic Party. The plan succeeded, and within four years, Dawson was elected as a representative of the First Congressional district. Over the next decade, he became one of the most powerful black politicians of the twentieth century. Dawson was the first African American to create and sustain a powerful black Democratic faction in Chicago, to chair a standing committee in Congress, to serve as vice-chairman of the Democratic Party, and to receive a Cabinet nomination. Despite these personal achievements, Dawson was not as successful in making gains for his constituents. This detailed analysis of Dawson's career—from his work with the local Republican Party in Chicago in the 1920s to his declining years as a Congressman in Washington, D.C., four decades later—assesses the viability of electoral politics as a tool for racial advancement. Manning broadens our understanding of the development of modern American politics by outlining the strengths and limitations of black electoral leadership in the postwar era. He argues that black electoral leadership, as embodied in Dawson's political strategies, provided considerable opportunities for advancing a racially progressive agenda at the national level of the Democratic Party but faced severe limitations within Congress and could do nothing to ease systemic inequality in Chicago. This political biography will appeal to scholars of African American history, to U.S. political historians, and to those interested in black politics.

Rituals, Ceremonies, and Cultural Meaning in Higher Education
College students and graduates have fond memories of campus events such as commencement, founder's days, convocations, and baccalaureate. These events, defined as rites of passage, secular ceremonies, or cultural performances, create a special feel to a campus remembered for years to come. Borrowing from interpretive anthropology, the author spotlights the following ideas: culture is revealed and forms of life are expressed through the actions and words of community members; human communities are dynamic, complex, and ever-changing environments revealed though analysis of cultural events; and commonplace rituals and ceremonies play a central role in the cultural work of human meaning.
