Though created as a tool to check the abuse of excessive review of administrative action which tend to distract the administration of government, it is an impediment to the safeguarding of the constitutional rights of citizens to seek redress in court for any wrong or injury suffered as a result of the exercise of administrative action or the implementation of administrative decisions by government or its administrative agencies. Pre-action notice is a common feature in enabling laws of government agencies and institutions, public corporations, local authority, etc.
