Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as in Moldova, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for their livelihoods. The risks of climate change to agriculture in Moldova cannot be effectively dealt with—and the opportunities cannot be effectively exploited—without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and making needed investments in infrastructure, support services and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis, consultation with key stakeholders, particularly farmers and local agricultural experts, and investments in both human and physical capital. The experience of Moldova, highlighted in this work, shows that it is possible to develop a plan to meet these objectives—one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this study is predicated on strong country ownership and participation, and is defined by its emphasis on “win-win” or “no regrets” solutions to the multiple challenges posed by climate change for farmers in Moldova. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions. Reducing The Vulnerability of Moldova's Agricultural Systems to Climate Change: Impact Assessment and Adaptation Options applies this approach to Moldova with the goal of helping the country mainstream climate change adaptation into its agricultural policies, programmes, and investments. The study projects impacts of climate change on agriculture across Moldova’s three agro-ecological areas through forecast variations in temperature and rainfall patterns so crucial to farming. It offers a map for navigating the risks and realising the opportunities, outlined through a series of consultations with local farmers. A detailed explanation of the approach is provided for those who would like to implement similar programmes in other countries of Europe, Central Asia, or anywhere else in the world. This is one of four country studies that were produced under the World Bank’s programme, “Reducing Vulnerability to Climate Change in European and Central Asian Agricultural Systems”. The other countries included in this series are Albania, FYR Macedonia, and Uzbekistan. In 1965 President Lyndon Johnson launched the War on Poverty as a centerpiece of the Great Society's effort to eliminate poverty in America. Forty years and many trillions of dollars later, poverty in America has increased, not decreased, despite the vast efforts of the largest governmental welfare system ever created in human history. In direct challenge to the political thinking that built the welfare state, Rebuilding America presents the outline of a bold plan for the overall elimination of poverty. The strategy of this new effort focuses on mobilizing the assets of urban America that have been largely cast aside and ignored by forty years of Great Society schemes. The approach proposed by J. Kenneth Blackwell emphasizes developing the urban landscape and creating meaningful employment for the poor without imposing additional tax burdens on the American people. Unlike the programs of the Great Society, this new approach can actually break the welfare dependency that has encouraged mothers to remain single and has dispossessed so many fathers from their families. Rebuilding America argues for a phase-out of the welfare state by applying new techniques of public finance, not imposing additional taxes. It calls for financial institutions to deploy new capital into rebuilding our cities, providing them with incentives to work with established and newly formed corporations to integrate jobs with retraining programs in communities. By encouraging an "ownership society," the new initiative will correct the old flaw that sacrificed families and self-respect for the sake of bureaucratic systems and regulations. Rebuilding America aims at encouraging all families to thrive and be successful instead of depending on the governmental programs that stole their futures from them. While the focus of this book is on the state of Ohio, it has much wider implications. It serves as an alternative, conservative model for attacking urban poverty that can be applied nationwide.

Three unprecedented large-scale democratic experiments have recently taken place. Citizen assemblies on electoral reform were conducted in British Columbia, the Netherlands, and Ontario. Groups of randomly selected ordinary citizens were asked to independently design the next electoral system. In each case, the participants spent almost an entire year learning about electoral systems, consulting the public, deliberating, debating, and ultimately deciding what specific institution should be adopted. When Citizens Decide uses these unique cases to examine claims about citizens' capacity for democratic deliberation and active engagement in policy-making. It offers empirical insight into numerous debates and provides answers to a series of key questions: 1) Are ordinary citizens able to decide about a complex issue? Are their decisions reasonable? 2) Who takes part in such proceedings? Are they dominated by people dissatisfied by the status quo? 3) Do some citizens play a more prominent role than others? Are decisions driven by the most vocal or most informed members? 4) Did the participants decide by themselves? Were they influenced by staff, political parties, interest groups, or the public hearings? 5) Does participation in a deliberative process foster citizenship? First published in 1982. Considerable public controversy surrounded the large amount of public expenditure devoted to agriculture under the European Community’s Common Agricultural Policy (CAP). There were serious disputes over how the farm support system operated and how it was financed. This book describes the CAP situation and summarises previous attempts to assess some of the economic and financial flows arising from its creation using a common framework of well-established economic theory and methods. The CAP turned out to have a number of ‘costs’, depending on the concept of ‘cost’ used, the alternative policies considered, and the various assumptions made. The bulk of the book presents the structure and results of a comprehensive model of European Community agricultural markets and the associated CAP support mechanisms. This model is validated against official Community budget figures and then run to simulate a number of policy options and their consequences.
