Evaluation and Analysis of EFX 98 Assessment Experiences and EFX 98 Assessment Evaluation
The Chief of Staff of the Air Force directed that the Air Force conduct five annual experiments beginning in fiscal year 1998 to explore advanced warfighting concepts relating to the Expeditionary Aerospace Force structure. The first of these experiments was conducted from 12-26 Sep 1998 and focused on technologies and processes related to a possible Air Operations Center of the future. This thesis explores two elements of EFX 98. First, the structure of the experiment was examined for ways in which to improve the process for future experiments. Second, the data collected with respect to the structure and systems of the proposed Air Operations Center were analyzed in order to make statistically sound decisions regarding the proposed Air Operations Center. The first part of the thesis looked at the EFX 98 structure and provided suggestions which encouraged a design of experiments approach to EFX scenarios. Additionally, recommendations for leadership were made to break the exercise paradigm and focus the participants toward data collection. The second part of the thesis examined the survey data collected. With respect to the structure/process survey, the mean responses were found to be neutral in almost every regard. Multivariate analysis was used to make recommendations about the construction of future surveys with regard to the survey measures. With respect to the systems/applications survey, several statistical inferences were made regarding the various systems and applications, and multivariate analysis gave support to the survey construction. Analysis and Evaluation of the Macroscopic Organizational Structure of Red Horse
The primary contingency engineering capability within the United States Air Force is provided by Rapid Engineer Deployable, Heavy Operations Readiness Squadron, Engineer (RED HORSE). This thesis examines the macroscopic organizational structure of RED HORSE; that is, the manner in which RED HORSE resources (personnel and equipment) are organized collectively, above the unit (squadron or flight) level. It builds on the findings of the Air Combat Command - sponsored RED HORSE 2010 Strategic Study, and focuses on issues of geographic location and chain of command above the unit level, as the study found these two topics were found to be vital to the accomplishment of the RED HORSE mission. Working in direct cooperation with ACC, this research uses value focused thinking and multi-attribute preference theory to create a hierarchical structure depicting the goals and objectives of a qualified decision maker (ACC/CEX). The research effort generated and evaluated 20 alternatives. The decision analysis model recommends an optimal macroscopic organizational structure whereby RED HORSE units are assigned to different theater commands as the most preferred alternative. Extensive sensitivity analysis showed that the model is very reactive to changes in objective and evaluation measure weights, indicating that further research is required. Interaction Within the Civil-Military Nexus: An Enduring Dilemma for Professional Officers
Successful civil-military relations pose an enduring dilemma for the professional officer. When civil-military relations fail, the negative implications are far reaching. Professional officers who understand their role within the structure contribute positively to their profession and enhance relations across multiple levels. Understanding the foundations of civil-military relations is an important first step for professional officers, regardless of rank or position. Various theories concerning the boundaries between the Soldier and the state combine with a rich history of interaction that frames contemporary civil-military relations. Examining both successful and failed examples of interaction provides the context of study. During the Vietnam era, civil-military relations reflected an environment of failed communication between senior officers of the Joint Chiefs of Staff and the Executive Branch. This example highlights the importance and responsibility of maintaining professional interaction. Careless communication from General Clark during his tenure as Supreme Allied Commander, Europe (SACEUR) not only negatively affected civil-military relations but also resulted in his dismissal. Conversely, General Shinseki's successful interaction within a problematic civil-military environment demonstrates how officers maintain professionalism regardless of the situation. Finally, the relationship between General Marshall and President Roosevelt illustrates how capable officers build on successful relationships and greatly improve all aspects of civil-military relations. Appreciating these examples yields valuable insight to the importance of civil-military relations and the enduring dilemma that it presents. In addition, these examples provide practical insights for the professional officer. He meets people and learns his craft as his journey changes his life forever. A century later his pictures once again work their magic. Upside Down and Back to Front premiered at the Number 8 Community Arts Centre in Pershore in February 2005. A version of the play was broadcast as a BBC Radio 4 Afternoon Play in November 2006.

Easter is the story of Jesus Christ of Nazareth's last week on earth. This Passion Week, as it is called, recounts Jesus coming into Jerusalem on Monday with the praise of the people and dying on Friday with the insults of the people. Early on Sunday morning, however, Jesus came out of the tomb where His body had been placed, and He revealed Himself over the next 40 days to literally hundreds of people. Not everyone who saw Him believed, but those who were chosen to believe did. And they went out into the world and spread the good news of salvation. That message has spread for almost 2000 years now, and for Christians it is the most important news ever reported. Those who believe the story from the eyewitness accounts and who submit to Jesus Christ as Lord have eternal life promised to them by God. The God who became flesh, who lived our lives and died our deaths, has guaranteed us eternal life through faith in this Christ.
