The U.S. Navy’s requirement to implement a longstanding rhetorical commitment to partnerships at sea was articulated in the 2012 Defense Strategic Guidance, confirmed in the 2014 Quadrennial Defense Review, and was most recently reiterated in the new Cooperative Strategy for 21st Century Seapower: Forward, Engaged, Ready. As a means to offset the risks inherent in divesting some maritime presence requirements and being challenged to ensure operational access, however, the Navy’s current efforts fall short of the requirement. As an unclassified, service-specific look at an increasingly important defense policy area, Tailoring the Global Network for Real Burden-Sharing at Sea looks at what the Navy can do from the bottom up to provide for deeper, more structured partnerships as part of a federated approach to defense.

The proceedings of the Twenty-First University Conference on Ceramic Science held at The Pennsylvania State University, University Park, PA on July 17, 18 and 19, 1985 are compiled in this volume "Tailoring Multiphase and Composite Ceramics". This Conference emphasized the' discussion and analysis of the properties of multiphase ceramic materials in which the microstructure is deliberately tailored for specific applications or properties. Inter­ nationally recognized authorities presented keynote and invited lectures on topics dealing with processing and fabrication of multiphase and com­ posite electroceramics, fiber reinforced composites and high temperature multiphase ceramics. Results of recent research were presented in oral and poster sessions by leading researchers from several countries. This collection of papers represents the state of the art in our understand­ ing of the processing-structure-property interrelationships for these materials which possess unique and useful electrical, magnetic, optical, mechanical and thermal properties as a result of their multiphase nature. We are grateful for the financial support of the National Science Foundation, the Office of Naval Research, the Air Force Office of Scien­ tific Research, and the Defense Advanced Research Projects Agency for this conference. In August. 1982. a conference was held at the University of Califor­ nia. Davis. to discuss both molecular and traditional approaches to plant genetic analysis and plant breeding. Papers presented at the meeting were published in Genetic Engineering of Plants: An Agricultural Perspective. A second conference. entitled "Tailoring Genes for Crop Improvement." spon­ sored by the UC-Davis College of Agricultural and Environmental Sciences and the College's Biotechnology Program. was held at Davis in August. 1986. to discuss the notable advances that had been made during the intervening years in the technology for gene modification. transfer. and expression in plants. This volume contains papers that were presented at this meeting and provides readers with examples of how the new experimental strategies are being used to gain a clearer understanding of the biology of the plants we grow for food and fiber; it also discusses how molecular biology approaches are being used to introduce new genes into plants for plant breeding programs. We are grateful to the speakers for their excellent presentations for the conference and extend our sincere thanks to those who contributed manuscripts for this volume.
