The Costs of the Common Agricultural Policy

The Costs of the Common Agricultural Policy

Allan E. Buckwell; David R. Harvey; Kenneth J. Thomson; Kevin A. Parton

First published in 1982. Considerable public controversy surrounded the large amount of public expenditure devoted to agriculture under the European Community’s Common Agricultural Policy (CAP). There were serious disputes over how the farm support system operated and how it was financed. This book describes the CAP situation and summarises previous attempts to assess some of the economic and financial flows arising from its creation using a common framework of well-established economic theory and methods. The CAP turned out to have a number of ‘costs’, depending on the concept of ‘cost’ used, the alternative policies considered, and the various assumptions made. The bulk of the book presents the structure and results of a comprehensive model of European Community agricultural markets and the associated CAP support mechanisms. This model is validated against official Community budget figures and then run to simulate a number of policy options and their consequences. This title will be of interest to students of economics, geography and agriculture.

A thorough look at physical properties of soil erosion Soil erosion has been responsible for billions of dollars of damage during the past thirty years, in the United States alone. Soil Erosion provides complete coverage of the physical causes, processes, and effects of this environmental problem from its origins to planning for future conservation and remediation. This book focuses on the process of soil erosion and erosion-control principles independent of land use. Coverage includes the primary factors that influence soil erosion, various types of erosion, erosion-prediction technology, erosion measurements, erosion and sediment control, and conservation of the land. Practical material on erosion models is featured along with ways to use these models as erosion-control tools. Details of conservation planning and government policy are presented in a historical context, supported by examples of working public programs and technical tools for conservation planning. End-of-chapter summaries and comprehensive appendices on soils, hydrology, and soil-erosion Web sites make this a complete and easy-to-use introduction to soil-erosion processes, prediction, measurement, and control. Supplemented with more than 100 photographs, drawings, and tables, Soil Erosion: Processes, Prediction, Measurement, and Control is an essential book for students of soil management, erosion, conservation, earth science, civil engineering, and agriculture; employees of soil conservation districts; government employees in the Natural Resources Conservation Service, Forest Service, USDA, EPA, and Bureau of Land Management; and soil scientists.

Grassroots Politicians is the first systematic account ofparty activists at the provincial level in Canada. To understand thepattern of political polarization in British Columbia, the authorsexamine the values and beliefs of those at the party cores -- thepeople behind the party images who elect leaders, nominate candidates, and work in electoral campaigns. In the New Democratic Party they playa crucial role in determining policy, in the Social Credit they help toshape party direction and governing style by their choice of leader, and, among the Liberals, they form the small band that keeps the partyalive in the province. The authors challenge the view that Social Credit is a homogeneouslyright-wing party and that the New Democrats have clearly opted for thepolitical centre. They record how party profiles have changed over theyears -- Social Credit activists becoming better educated, wealthier, and less diverse in terms of ties to national parties, while the NDP isnow more middle-class, white collar, and professional. They exploresuch questions as why individuals stay in a weak party like the B.C.Liberals, how the New Democrats interpret successive Social Creditvictories, and to what extent B.C. activists are similar to those inother provinces or in national parties. They offer an analysis of theleadership selection process in each party and a detailed account ofthe convention that chose Bill Vander Zalm. By examining the attitudesand ideologies of party activists, they are able to pinpoint theirlocations on the left/right spectrum, identify internal divisions, andassess the problems and opportunities they pose for party leaders andelection strategies. As the British Columbia case illustrates, partymilitants carry distinctive subcultures which have a significant impacton the ongoing dynamics and immediate outcomes in competitive partysystems. The study also shows that the partisan involvement ofactivists in national political parties is one of the major forces thatlinks the otherwise separate provincial and federal political worldsinhabited by British Columbians.

Pivot or Pirouette?

Pivot or Pirouette? covers both the backstory and the aftermath of the strangest election in Canadian history, as told by an insider who was involved in the events before, during, and after the ballots were cast.In the early 1990s, a pan-Canadian coalition of Tory voters had been splintered by constitutional politics. Discontented voters flocked to new regional parties; the Conservatives attempted to turn the tide by choosing the first female prime minister, but their efforts fell flat. In the 1993 election, the party was reduced to two seats, the separatist Bloc Québécois became the official opposition, and the Reform Party swept the West. Although the shocking results seemed pivotal, ultimately the pivot turned into a full pirouette as Canadian politics returned to historical norms: new parties shake up the system but are eventually absorbed into it, bringing innovation but not transformation. You can't understand modern Canadian politics without understanding the 1993 election.

This IAU Symposium brought together researchers who use CCDs and arrays, designers and manufacturers of CCDs and array mosaics, and those who write the software to control these devices and to reduce the large amounts of data contained in each frame. At the meeting such topics as plans for applying the new technology to the new large telescopes that have been built recently and those planned in the near future, new developments in infra-red arrays, advances and concerns with the use of CCDs in photometry and spectroscopy and the creation of large mosaics in photometry and spectroscopy, and the creation of large mosaics of chips which allow larger areas of the sky to be covered in a single frame were discussed. There were sessions devoted to the following topics: new developments in CCD technology; new developments in IR detector arrays; direct imaging with CCDs and other arrays; spectroscopy with CCDs and other arrays; and large field imaging with array mosaics. Scientific results of studies made with this technology were covered in the poster sessions. CCD and array detectors have become the detectors of choice at all the world's optical observatories. Such instruments on small university and college telescopes have turned these telescopes into instruments that can now do observations which in the past were done only on the largest telescopes. CCDs and arrays are known as "the people's detector" because of their ability to turn small telescopes into true research instruments. On large telescopes observations can be made of extremely faint and crowded objects that were impossible to observe before the advent of CCD and Array technology. The proceedings of this meeting should be useful to all those who are interested in the design, manufacture and use of CCDs and arrays for astronomical observations.

Practically focused, easily accessible, this book is directly relevant to the academic environment in which department chairs operate. The authors—internationally known experts in academic administration—conducted interviews with department chairs and heads at 38 academic institutions from across the U.S. and Canada, public and private, two-year and four-year. The extensive interviews resulted in four thematic patterns that covered the overarching issues department chairs face: quality, change, culture, and leadership. Each chapter is packed with practical advice and concludes with questions and resources to help chairs develop constructive responses to the myriad issues facing them.

An image rich, passage-by-passage commentary that integrates textual and artifactual context from the ancient Near East to inform our understanding and interpretation of the Hebrew Bible—while remaining respectful to the inerrancy of Scripture. Without a deep knowledge of the ancient cultures the Old Testament was born from, we can be tempted to impose our own culture on the text, potentially distorting it. This unique Bible backgrounds commentary examines: The history of the ancient Near East as a means of recovering knowledge of the events that shaped the lives of the people. The archaeology as a means of recovering the lifestyle reflected in the material cultures. The literature of the ancient Near East as a means of understanding the heart and soul of the people who inhabited the ancient world that Israel shared. Detailed exegetical notes are combined with comparative discussions of the cultural settings that help scholars interpret the writings of the minor prophets (Hosea through Malachi) and books of wisdom and poetry; Job, Psalms, Proverbs, Ecclesiastes, and Song of Songs. This volume of the celebrated Zondervan Illustrated Bible Backgrounds Commentary series brings these 17 books of the Bible into sharper focus—enabling scholars, pastors, and laity to access rich data from over one hundred and seventy years of explorations and excavations in the Near East. THE ZONDERVAN ILLUSTRATED BIBLE BACKGROUNDS COMMENTARY SERIES Invites you to enter the world of the Old Testament with a company of seasoned guides, experts who will give new insights into these cherished writings. Features: Over 2000 photographs, drawings, maps, diagrams, and charts provide a visual feast that breathes fresh life into the text. Passage-by-passage commentary presents archaeological findings, historical explanations, geographic insights, notes on manners and customs, and more. Analysis into the literature of the ancient Near East will open your eyes to new depths of understanding both familiar and unfamiliar passages. Written by an international team of 30 specialists, all top scholars in background studies.
