Why do parties and governments cheat in elections they cannot lose? This book documents the widespread use of blatant and excessive manipulation of elections and explains what drives this practice. Alberto Simpser shows that, in many instances, elections are about more than winning. Electoral manipulation is not only a tool used to gain votes, but also a means of transmitting or distorting information. This manipulation conveys an image of strength, shaping the behavior of citizens, bureaucrats, politicians, parties, unions and businesspeople to the benefit of the manipulators, increasing the scope for the manipulators to pursue their goals while in government and mitigating future challenges to their hold on power. Why Governments and Parties Manipulate Elections provides a general theory about what drives electoral manipulation and empirically documents global patterns of manipulation.

Poverty relief programs are shaped by politics. The particular design which social programs take is to a large extent determined by the existing institutional constraints and politicians' imperative to win elections. The Political Logic of Poverty Relief places elections and institutional design at the core of poverty alleviation. The authors develop a theory with applications to Mexico about how elections shape social programs aimed at aiding the poor. Would political parties possess incentives to target the poor with transfers aimed at poverty alleviation or would they instead give these to their supporters? Would politicians rely on the distribution of particularistic benefits rather than public goods? The authors assess the welfare effects of social programs in Mexico and whether voters reward politicians for targeted poverty alleviation programs. The book provides a new interpretation of the role of cash transfers and poverty relief assistance in the development of welfare state institutions.

A self-contained text, systematically presenting the determination and classification of exact solutions in three-dimensional Einstein gravity. This book explores the theoretical framework and general physical and geometrical characteristics of each class of solutions, and includes information on the researchers responsible for their discovery. Beginning with the physical character of the solutions, these are identified and ordered on the basis of their geometrical invariant properties, symmetries, and algebraic classifications, or from the standpoint of their physical nature, for example electrodynamic fields, fluid, scalar field, or dilaton. Consequently, this text serves as a thorough catalogue on 2+1 exact solutions to the Einstein equations coupled to matter and fields. The solutions are also examined from different perspectives, enabling a conceptual bridge between exact solutions of three- and four-dimensional gravities, and therefore providing graduates and researchers with an invaluable resource on this important topic in gravitational physics. Federalism, Fiscal Authority, and Centralization in Latin America

This book explores the politics of fiscal authority, focusing on the centralization of taxation in Latin America during the twentieth century. The book studies this issue in great detail for the case of Mexico. The political (and fiscal) fragmentation associated with civil war at the beginning of the century was eventually transformed into a highly centralized regime. The analysis shows that fiscal centralization can best be studied as the consequence of a bargain struck between self-interested regional and national politicians. Fiscal centralization was more extreme in Mexico than in most other places in the world, but the challenges and problems tackled by Mexican politicians were not unique. The book thus analyzes fiscal centralization and the origins of intergovernmental financial transfers in the other Latin American federal regimes, Argentina, Brazil, and Venezuela. The analysis sheds light on the factors that explain the consolidation of tax authority in developing countries.
Many of the modern methods of structural analysis based on concepts of virtual work and energy were developed and popularised in Italy in the latter half of the nineteenth century. Building on the work of Luigi Menabrea, the mathematician Carlo Alberto Castigliano (1847–84) provided the first full proof of these methods in his 1873 dissertation while based in Turin. Equally important was his popularisation of the theory in his Théorie de l'équilibre des systèmes élastiques et ses applications (1879), in which he applied his theory to a wide range of important real-world cases. The work is here reissued in its 1919 English translation, by the consulting engineer and lecturer Ewart S. Andrews. Castigliano covers the basic theory of elastic stresses, introducing useful approximations; he then moves on to the analysis of real structures, including roof trusses, arches and bridges in both iron and masonry.

An estimated 80 million people live with a neurodegenerative disease. That number is expected to increase rapidly as populations age, lifespans increase, and exposure to toxins rises. Despite decades of research and billions in funding, there are no medications that can slow, much less stop, the progress of these diseases. This is because diseases such as Parkinson's and Alzheimer's do not exist in biology. Yet, hundreds of clinical trials around the world are examining the potential of single therapies in thousands of people sharing one of these labels. Compounding the problem, these therapies were developed on evidence from models that do not come close to capturing the complexity of these diseases in the affected humans. These practices must end. Brain Fables is a call to refocus on understanding living and aging to create the personalized treatments each affected individual desperately needs.
