This book describes a completely novel mathematical development which has already influenced probability theory, and has potential for application to engineering and to areas of pure mathematics. Intended for probabilists, mathematicians and engineers with a mathematical background from graduate level onwards, this book develops the evolution of complex non-linear systems subject to rough or rapidly fluctuating stimuli. Attention is focussed on an analysis of the relationship between the stimulus (or control) and the short to medium term evolution of a receiver (the response of the system). A rapidly fluctuation stimuli can be likened to a huge dataset; and a basic question is how best to reduce this dataset so as to capture the critical information and little else. An essential component problem involves identifying the point at which two different stimuli produce essentially the same response from the class of receivers. (When do two stereo sounds sound the same?). This is an essentially non-linear problem that requires novel mathematics. At one level, this book focuses on systems responding to such rough external stimuli, and demonstrates that the natural reduction approximates the stimuli as a sequence of nilpotent elements. The core result of the book is a continuity theorem that proves that the response of the system depends continuously on these nilpotent elements. A key mathematical aspect of the book is the notion of a rough path, based on combining the notion of p-variation of Wiener with the iterated integral expansions of paths introduced by K. T. Chen. The continuity theorem for these rough paths gives a new way to construct solutions to stochastic differential equations, providing a fresh approach to the Itô theory but also allowing new kinds of noisy perturbations (such as Fractional Brownian Motions) that cannot be discussed in the standard Itô approach. It also provides some interesting concrete examples of 'continuous free groups'.

Global Stakeholder Democracy responds to these challenges by outlining an innovative theoretical and institutional framework for democratizing the many state and non-state actors wielding public power in contemporary global politics. In doing so, the book lays out a promising new agenda for global democratic reform. Its analysis begins with the recognition that we cannot simply recreate traditional constitutional and electoral institutions of democratic states on a global scale, through the construction of a democratic 'super-state'. Rather, we must develop new kinds of democratic institutions capable of dealing with the realities of global pluralism, and democratizing powerful non-state actors as well as states. Through reflecting on the democratic dilemmas surrounding the political power of global NGOs, the book mounts a powerful challenge to the state-centric theoretical assumptions that have underpinned the established democratic theories of both 'cosmopolitan' and 'communitarian' liberals. In particular, it challenges the widespread assumption that 'sovereign' power, 'bounded' (national or global) societies, and 'electoral' processes are essential institutional foundations of a democratic system. The book was commissioned by the SRA, and written with access to government files. Dr Gourvish argues that the establishment of the SRA as a Non-Departmental Public Board proved largely unsuccessful. It produced tensions with the industry's existing institutions - Railtrack/Network Rail, the operating companies and the economic regulator. There were some gains from the experiment, notably the rescue of the West Coast Main Line project. However, it remains to be seen whether by winding up the SRA and taking responsibility for strategy and funding back into its own hands the Department for Transport has resolved the problem of managing a fragmented industry. Business process reengineering is one exemplar of process thinking that has received great attention amongst organizational theorists and practitioners. This in-depth account of business process reengineering within a major NHS hospital is an important contribution to the very limited stock of empirical knowledge about new organizational forms, especially in the public sector. The book combines empirical data gathered through an intensive, comparative case study method with strategic choice and neo-institutional theories to analyse the changing context of public organizations, importation of models of organizing from private to public organizations, and dynamics of public sector transformation.
