This book examines the major theories of Black and White racial identity. Moreover, theoretical perspectives that were originally developed to describe social fomentation have been updated and expanded to explain the role of racial identity in counseling dyads, social relationships, and groups. Measures for assessing racial identity are described. Original research addresses the relationship of racial identity to other personality characteristics such as value orientations, decision-making styles and counseling process variables such as satisfaction, counselor strategies, and client reactions. In its decision of 7 December 1941 to adopt a policy of unrestricted submarine warfare--the destruction of all vessels entering a designated war zone--the United States not only dramatically reversed its previous foreign policy position of defending freedom of the seas but in doing so adopted a policy that had been one of the chief provocations for U.S. entry into World War I against Germany. Janet M. Manson contends that this decision also proved to be a watershed in U.S. foreign policy because it provided the precedent and rationale for using advanced weapons technology against noncombatants. Incorporating previously unavailable historical materials that have only recently been released through U.S. archives and compiling much information available only in archives and libraries in West Germany, this groundbreaking study provides multinational perspectives based on multiarchival research. Manson carefully considers the complex historical, political, economic, legal, and military rationale for the decision. Detailed examinations of the discourse on submarine warfare among various governmental departments and sub-departments provide not only a more accurate account of the decisionmaking process involved in these events but also reveal the crucial influence of World War I precedent on World War II practice: The U.S. relied heavily on German submarine practice in both world wars in reaching its decision to implement unrestricted submarine warfare. Manson argues that although U.S. and German systems of government and foreign policy objectives were completely different, a similar rationale prompted their adoption of unrestricted submarine warfare. Seven chapters range chronologically from Germany's use of unrestricted submarine warfare during World War I to the American decision to adopt that policy in 1941. The final chapter identifies the implications and consequences of the decisions. This is the only scholarly work to provide detailed examinations of the decisions and the decisionmaking process from German and American perspectives. It will be standard resource for scholars and other readers investigating naval history, diplomacy, warfare, and World War II history.

Having participated in the First World War, and having seen two of his sons serve in the Second, Tolkien was concerned with many of the same themes that interested other writers in the post-war period. The rhythm of war flows through his writings, but his own interpretation of the themes, symbols, and motifs of war, however, were influenced by his religious views and his interest in fantasy, which add another layer of meaning and a sense of timelessness to his writing. Croft explores the different aspect of Tolkien's relationship with war both in his life and in his work from the early Book of Lost Tales to his last story Smith of Wootten Major, and concentrating on his greatest and most well-known works The Hobbit and The Lord of the Rings. This timely addition to the critical literature on Tolkien sheds new light on the author's life and works. Tolkien, one of the world's most beloved authors, was a World War I signaling officer who survived the Battle of the Somme, and two of his sons served during World War II. Such experiences and events lead Tolkien to a complex attitude toward war and military leadership, the themes of which find their way into his most important writings. His fiction, criticism, and letters demonstrate a range of attitudes that would change over the course of his life. In the end, his philosophy on human nature and evil, and the inevitability of conflict, would appear to be pragmatic and rational, if regretful and pessimistic. Still, Croft is able to uncover a strain of hopefulness, as befitted his Catholicism, about the ultimate fate of the human soul. She concludes that his personal life and values informed his reading and his writing and the way in which he interpreted his own experiences. This valuable consideration of war in the life of Tolkien is essential reading for all readers interested in deepening their understanding of this great writer.

Hindu nationalists in the west Indian state of Gujarat repudiate the pluralist vision of Gandhi and Nehru and foment state-sponsored violence and ethnic cleansing against Muslims and Christians. In 2002, the burning to death of 59 rightwing Hindu militants in a train in Gujarat set off waves of state-condoned communal riots in which as many as 2,000 predominantly Muslim Gujaratis were murdered and 200,000 made homeless. In the wake of these atrocities, secular peace-building organizations have redoubled their efforts to heal the rift between Hindus and Muslims in Gujarat. A certified mediator, Janet Powers bases her book on interviews with workers in twenty of these peace-building NGOs and grassroots peace organizations, which are locked in struggle with politicized Hindu religious organizations largely funded by money raised in the United States. This is the first book to examine Hindu-Muslim relations in Gujarat in the frame of ongoing peace and conflict resolution efforts. Gujarat is the state of origin of most of the entrepreneurial Indians who own motels, convenience stores, and gas stations in the United States and United Kingdom. Much of the funding for the rightwing Hindu parties that foment extremist violence, ethnic cleansing, and re-conversion campaigns against the Muslim and Christian minorities in Gujarat comes from Gujarati expatriates in the U.S. and UK. Gujarat is the home of Mahatma Gandhi, who was assassinated in 1948 by an agent of the RSS, a violently anti-Muslim Hindu nationalist organization that flourishes today in Gujarat in virulent association with the ruling BJP and VHP parties. Equally dangerous to the peace of Gujarat are violent Wahhabist organizations based in Pakistan but operating in India. Powers assesses the prospects for long-term healing in Gujarat based on historical precedents, and she applies the lessons of Gujarati grassroots peace-building organizations in Gujarat to zones of state-sponsored religious conflict in other parts of the world.
