I lyset af tidens kriser – covid-19, krige, polarisering, mistrivsel, klimaforandringer – undersøger International Civic and Citizenship Education Study (ICCS 2022) unge teenageres opfattelser af sig selv som kommende borgere og deres indstillinger til samfundsforhold, politik og demokrati. ICCS 2022 har i et internationalt perspektivindhentet oplysninger fra mere end 82.000 elever på 8. klassetrin i 23 lande. Politisk og demokratisk dannelse i en krisetid giver en systematisk indsigt i såvel de unges holdninger som i skolens virke som en politisk og demokratisk dannendeinstitution. Bogen viser, at de danske unge har solide kundskaber og færdigheder, men demonstrerer også, at deres demokratiske dannelse er under løbende forandring. Med sine omfattende internationale sammenligninger udgør bogen et vigtigt grundlag for diskussionen af skolens rolle som dannelsesinstitution i samtiden.

Danske unge føler sig mere europæiske end tidligere. De identificerer sig i stigende grad med det fællesskab og de abstrakte forhold, som knytter sig til Europa. Danske unge har endog meget positive forventninger til Europas fremtid. Alligevel har de vanskeligt ved at se fordelene ved det konkrete samarbejde og de fælles regler, som forudsættes for at realisere de abstrakte forventninger. Der er grænser for europæisk fællesskab. Også de unges faldende forventning om at stemme ved valg til Europa-Parlamentet demonstrerer en tilbageholdende indstilling til Europa.Unge og Europa – fællesskab og grænser har til formål at give indsigt i unge europæiske 8.-klasseelevers syn på og holdninger til Europa og Den Europæiske Union ved at præsentere hovedresultater af det europæiske modul i International Civic and Citizenship Education Study (ICCS 2022). 14-15-åriges viden, værdier, holdninger og aktiviteter vedrørende demokrati, politik og samfund testes i 38 lande, og danske resultater er markante, fx når det gælder elevers opfattelse af klasserummet og skolen. Det viser International Civic and Citizenship Education Study (ICCS), som beskrives og analyseres her. Resultaterne er tankevækkende, men undersøgelsen er i sig selv udtryk for en omdiskuteret tendens i det 21. århundredes videnspolitik. For kan man overhovedet gøre komplicerede fænomener som demokrati og dannelse op i tal, og hvilke konsekvenser har det? Opdragelsen af unge til demokrati udgør et af vor tids paradokser: I jagten på den kompetente elev viser det globale videnssamfund sig ikke bare som et universelt civilisatorisk projekt.
