During Desert Shield, the Air Force built a very complicated organizational architecture to control large numbers of air sorties. During the air campaign itself, officers at each level of the Central Command Air Forces believed they were managing the chaos of war. Yet, when the activities of the many significant participants are pieced together, it appears that neither the planners nor Lt. Gen. Charles A. Horner, the Joint Force Air Component Commander, knew the details of what was happening in the air campaign or how well the campaign was going. There was little appreciation of the implications of complex organizational architectures for military command and control. Against a smarter and more aggressive foe, the system may well have failed.

As well as diagnosing the problem (the world as it is), this book also offers a normative advocacy (the world as it could/should be and proposed pathways to get there). A series of ‘Deep Place’ case studies from the UK, Australia, and Vanuatu help to illustrate this approach. Ultimately, the book argues for the need for a real and green ‘new deal’ and identifies what this should be like. It suggests that a new economic order, whilst eventually inevitable, requires radical change. This will not be easy but will be essential given the current impasse, caused, not least by the conjunction of carbon-based, neoliberal capitalism in crisis and the multifactorial global ecological crisis. This book offers a comprehensive analysis of the social choice literature and shows, by applying fuzzy sets, how the use of fuzzy preferences, rather than that of strict ones, may affect the social choice theorems. To do this, the book explores the presupposition of rationality within the fuzzy framework and shows that the two conditions for rationality, completeness and transitivity, do exist with fuzzy preferences. Specifically, this book examines: the conditions under which a maximal set exists; the Arrow’s theorem; the Gibbard-Satterthwaite theorem and the median voter theorem. After showing that a non-empty maximal set does exists for fuzzy preference relations, this book goes on to demonstrating the existence of a fuzzy aggregation rule satisfying all five Arrowian conditions, including non-dictatorship. While the Gibbard-Satterthwaite theorem only considers individual fuzzy preferences, this work shows that both individuals and groups can choose alternatives to various degrees, resulting in a social choice that can be both strategy-proof and non-dictatorial. Moreover, the median voter theorem is shown to hold under strict fuzzy preferences but not under weak fuzzy preferences. By providing a standard model of fuzzy social choice and by drawing the necessary connections between the major theorems, this book fills an important gap in the current literature and encourages future empirical research in the field.

Especially in the case of social preferences, public choice theory has failed to produce the set of alternatives from which collective choices are made. The book presents empirical findings achieved by the authors in their efforts to predict the outcome of government formation processes in European parliamentary and semi-presidential systems. Using data from the Comparative Manifesto Project (CMP), the authors propose a new approach that reinterprets error in the coding of CMP data as ambiguity in the actual political positions of parties on the policy dimensions being coded. The range of this error establishes parties’ fuzzy preferences. The set of possible outcomes in the process of government formation is then calculated on the basis of both the fuzzy Pareto set and the fuzzy maximal set, and the predictions are compared with those made by two conventional approaches as well as with the government that was actually formed. The comparison shows that, in most cases, the fuzzy approaches outperform their conventional counterparts.

In common with other volumes in the Thames Through Time series, this account of the Thames Valley in the millennium and a half before the Roman conquest seeks to examine change in human society from a thematic point of view. The geographical and chronological framework for this volume is established in Chapters 1 and 2, but thereafter we have tried to get away from the traditional, somewhat artificial pigeon-holes of 'periods' 'ages' 'eras' and 'phases' to look much harder at how change in human society actually works. In a period when the 20th century has come to dominate secondary school history and much popular TV, the notion that the first foundations of modern society can be traced back more than 3000 years may seem a rather surprising proposition. But some fundamental patterns of settlement and landuse, political boundaries, human impact on the environment, and even the specific use and form of a few places can be traced back to late prehistoric times despite millennia of subsequent change - even though otherwise we may now have very little in common with those remote ancestors. Exploring these issues on a thematic basis should help us to gain a better understanding of how human society evolves and also of how people have altered their natural environment, providing a better long term perspective on what we are doing to the planet.
