In his autobiography, published posthumously in 1960, Richard Goldschmidt wrote: “I am confident that in twenty years my [work], which is now ignored, will be given an honorable place in the history of evolutionary thought.” The publication of this edition, now reissued with a new introduction by Stephen Jay Gould, proves Goldschmidt’s prediction to be correct. Goldschmidt, one of the world’s great geneticists, delivered the prestigious Silliman lectures at Yale University in 1939 and published his remarks in 1940 as The Material Basis of Evolution. His intent was to inquire into the types of hereditary differences that produce new species. Goldschmidt used a wide range of research to formulate his own picture of evolution. Contrary to most scientists, he insisted that the neo-Darwinist theory of micromutations was no longer tenable as a general theory of evolution. Instead, Goldschmidt claimed, macroevolution accounted for the larger steps in evolution. Although Goldschmidt’s views were reviled by scientists of his day, some of his basic ideas are now gaining acceptance. As Gould writes in his introduction: “I do…believe that its general vision is uncannily correct (or at least highly fruitful at the moment) in several important areas where conventional Darwinian theory has become both hidebound and unproductive.”

Environmental impact assessments are required for a wide-range of projects throughout the world. These assessments have increasing involved complex, political decision-making and incorporated values and beliefs of both stakeholders and interested parties. However, the results are often ineffective because values and beliefs are not easily quantifiable, and decisions are considered subjective. This analysis recognizes these problems and proposes practical methods based on fuzzy logic that will enable people preparing assessments to define terms and quantify opinions and input so that they are agreed upon by all involved parties. Fuzzy logic also quantifies the complex environmental, economic and social conditions that are present and are predicted by project alternatives. The author places special emphasis on the types of issues that frequently arise in NEPA environmental assessments and environmental impact statements and in similar regulations that are used in jurisdictions regionally and internationally. The new methods are intended to reduce the time and cost of assessments, while producing justifiable results. First, issues related to current environmental impact assessment methods are discussed. Then the book discusses how lessons learned from computational intelligence can address these problems. It describes how a systematic, logical approach to environmental assessment can be applied to a variety of complex situations. Finally, the design and implementation of a more objective and powerful assessment is demonstrated through a worked example. Explanations of computational intelligence techniques and discussions of helpful software are intended to benefit those people actually preparing and using environmental assessments--in language that makes the process transparent and transferable to all types of systems.

• How Prices Matter rices are ubiquitous, so much so that their importance to the smooth operation of a market economy (even one constrained by extensive polit- P ical controls as is the case in China) can go unnoticed and unheralded. Prices are what all trades, whether at the local mall or across the globe, are built around.
