ब्राह्मणों ने अपने स्वार्थ को धर्मशास्त्रों में सनातन सिद्धान्तों का रूप दिया। पाप और पुण्य की अनेकों कथाएं गढ़कर उन्होंने स्त्री को पुरुष के समान नहीं माना है। धर्मग्रंथों का निर्माण पुरुषों के द्वारा ही हुआ है, संभवतया इसी कारण स्त्री-जाति पर पुरुषों ने अन्याय किया। ज्योतिबा ने इसी तर्क को आधार मानकर कहा कि यदि महिलाओं ने धर्मग्रंथों का निर्माण किया होता तो इस प्रकार का भेदभाव न हुआ होता। मनुस्मृति जैसे ग्रंथों ने तो स्त्री और शूद्रों पर घोर अन्याय किया। इसलिए इस ग्रंथ को जला डालने की सलाह ज्योतिबा ने दी। धर्मग्रंथ ईश्वरनिर्मित हैं इस बात पर उनका विश्वास नहीं था। मानवी अधिकार और कर्तव्यों पर आधारित नीतिशास्त्र को ही उन्होंने धर्म माना। प्रस्तुत पुस्तक 'सार्वजनिक सत्यधर्म' मानव के अधिकारों और कर्तव्यों पर बल देती है।
