Policing Suspicion is an innovative examination of policing practices and the impact of these on patterns of arrest and prosecution in London, 1780-1850. The work establishes and defines the idea of 'proactive policing' in historical context: where police officers exercised discretion to arrest defendants on suspicion that they had recently committed, or were about to commit, an offence.Through detailed examination of primary sources, including the Old Bailey Proceedings, newspaper reports, instructions for police officers, archival records of policing practices and Select Committee reports, the book examines the reasons given for arrests, and the characteristics of those arrested. Suggesting that individual police officers made active choices using their discretion, the book highlights how policing practices affected the received record of criminal activity. It also explores continuities and changes in policing practices before and after the establishment of the Metropolitan Police force in 1829, examining the expectations placed on the various officials responsible for law enforcement. The book contends that policing practices, and proactive officers themselves, contributed to the prevalence of criminal stereotypes. Social, or welfare, rights, on the other hand, including the right to housing, health and access to social security, have received much less attention. This book explores the changing position in Russia towards such social rights. It explores how social rights are defined in Russia and why they are contested, and discusses how increasing liberalisation and privatisation have radically changed the very extensive former communist welfare system. It considers recent initiatives by both Putin and Medvedev to re-emphasise the role of the state in providing social services, and shows how activism to secure social benefits, especially at the local level, is relatively strong. Health institutions are investing in and fielding information technology solutions at an unprecedented pace. With the recommendations from the Institute of Medicine around information technology solutions for patient safety, mandates from industry groups such as Leapfrog about using infor­ mation systems to improve health care, and the move toward evidence­ based practice, health institutions cannot afford to retain manual practices. The installation of multi-million dollar computerized health systems repre­ sents the very life blood of contemporary clinical operations and a crucial link to the financial viability of institutions. Yet, the implementation of health information systems is exceptionally complex, expensive and often just plain messy. The need for improvement in the art and science of systems implemen­ tation is clear: up to 70-80% of information technology installations fail. The reasons are multi-faceted, ranging from the complexity of the diverse workflows being computerized, the intricate nature of health organizations, the knowledge and skills of users to other reasons such as strategies for obtaining key executive support, weaving through the politics peculiar to the institution, and technical facets including the usability of systems. Thus, the art and science of successfully implementing systems remains deeply layered in elusiveness. Still, given the pervasiveness of system implementa­ tions and the importance of the outcomes, this is a critical topic, especially for nurses and informatics nurse specialists.
