In 1970, Elmo Zumwalt became the Chief of Naval Operations (CNO). At forty-nine, he was the youngest CNO to that time in United States Navy history. A search of the many quotes attributed to the admiral revealed a remark, from Edmund Burke, which said, "All that is necessary for the triumph of evil is that good men do nothing"Many African Americans who served in the aftermath of Zumwalt's tenure say, "That statement could be said to be the theme of his tenure ." Based on my own Navy experience, I would agree.From September 1965 through December 1989, I served directly in or was associated with the United States Navy. First as an enlisted, and later, in 1977, as an officer. In the Shadow of the Golden Thirteen, A Nice Negro Story is the story of my experiences attempting to achieve recognition for the men identified as the first African American commissioned and warrant officers in the United States Navy. It is also the story of how my seemingly innocent idea for recognition of their and other minority accomplishments heralded the destruction of my own career by some who considered their accomplishments as little more than "a nice Negro story ."In retrospect, I must state, I am extremely proud of my association with the Golden Thirteen story. That pride stems from letters and remarks like this excerpted from one member, Mr . John Reagan dated April 27, 1982, in which he stated: "I am still 10 kilometers high from that terrific 'Golden Thirteen' reunion at sea. It is near impossible to express how much I appreciated the terrific job you did with and for us and indeed for the Navy and recruiting service ."Despite the personal hurt, I have endured these past decades as a result of the reunion, I can think of few things in my life that mean more. - GAC

This book may be considered a continuation of my Springer-Verlag text Mea­ sure, Topology, and Fractal Geometry. It presupposes some elementary knowl­ edge of fractal geometry and the mathematics behind fractal geometry. Such knowledge might be obtained by study of Measure, Topology, and Fractal Ge­ ometry or by study of one of the other mathematically oriented texts (such as [13] or [87]). I hope this book will be appropriate to mathematics students at the beginning graduate level in the U.S. Most references are numbered and may be found at the end of the book; but Measure, Topology, and Fractal Geometry is referred to as [ MTFG]. One of the reviews of [MTFG] says that it "sacrific[es] breadth of coverage 1 for systematic development" -although I did not have it so clearly formulated as that in my mind at the time I was writing the book, I think that remark is exactly on target. That sacrifice has been made in this volume as well. In many cases, I do not include the most general or most complete form of a result. Sometimes I have only an example of an important development. The goal was to omit most material that is too tedious or that requires too much background.

The present work is the third in a series constituting an extension of my doctoral thesis done at Stanford in the early 1970s. Like the earlier works, The Reciprocal Modular Brain in Economics and Politics, Shaping the Rational and Moral Basis of Organization, Exchange, and Choice (Kluwer AcademicfPlenum Publishing, 1999) and Toward Consilience: The Bioneurological Basis of Behavior, Thought, Experience, and Language (Kluwer AcademicfPlenum Publishing, 2000), it may also be considered to respond to the call for consilience by Edward O. Wilson. I agree with Wilson that there is a pressing need in the sciences today for the unification of the social with the natural sciences. I consider the present work to proceed from the perspective of behavioral ecology, specifically a subfield which I choose to call interpersonal behavioral ecology. Ecology, as a general field, has emerged in the last quarter of the 20th century as a major theme of concern as we have become increasingly aware that we must preserve the planet whose limited resources we share with all other earthly creatures. Interpersonal behavioral ecology, however, focuses not on the physical environment, but upon our social environment. It concerns our interpersonal behavioral interactions at all levels, from simple dyadic one-to-one personal interactions to our larger, even global, social, economic, and political interactions.

Contemporary society is in constant change. Transitions and crises occur in every life, regardless of status, ethnicity, sex, race, education, or religion. Yet, the traditional societal forms for helping with these transitions and crises are changing as well. The typical nuclear family has given way to single-parent, blended, or dual-career structures. Religious, health, educational, social service, philanthropic, and other organizational support systems have also changed from their pre-1950 counterparts. As these sometimes evolutionary, sometimes revolutionary, changes have occurred, considerable scholarship and empirical research has attempted to identify and develop methods of helping people encounter these transitions and crises. These efforts have come from various fields: psychology, sociology, anthropology, linguistics, law, social work, nurs­ ing, medicine, education, labor relations, and others. Each has brought its own theories, research methods, and practical experiences to bear on the problems. One of the methods that these fields have universally been intrigued with is the use of empathy. Empathy, that crucial but elusive pheno­ menon (so the literature has reported), has been identified as important in human interactions. Labor mediators, legal arbitrators, psychiatric psychoanalysts, encounter group facilitators, classroom instructors, and kindred helpers have been told that "understanding how the other person or group is thinking and feeling" will help that person or group. The anxious parent and troubled spouse have been urged to "understand the other's point of view." Some writers have even argued that empathy is crucial to resolving international tensions and terrorist group violent actions.
