Their near-utopian planet is a model for study, being far advanced in government, science, and social culture. Bill returns to Earth with the mission of acquainting world leaders with all he has seen and learned there. he is reunited with his earthly lover and soon summoned by the President, who asks him to formulate plans for stronger continental alliances and a reformed United Nations. Venetia's Earthling sets out ideas and concepts intended to stimulate constructive thinking as we begin to shape our coming world and move forward in the 21st Century and beyond.
