She was the daughter of Milton Jethro Carter and Martha Ealise Brown Carter. Barbara and her brother, M.J. Carter, Jr., spent their early childhood in Foxwells until the family relocated to Norfolk, Virginia, when Barbara was about five years old. The move was motivated by her parents' desire to seek better opportunities.In Norfolk, Barbara's father worked at the Norfolk Naval Shipyard, while her mother taught at Pineridge Elementary School. The family lived in Broad Creek Village, a government-owned housing project. Tragedy struck when Barbara was just nine years old. On May 7, 1945, her father passed away from a massive heart attack while driving home from the Norfolk Naval Shipyard. Despite this early loss, Barbara demonstrated resilience and talent. At age 13, she performed a piano recital at the Norfolk Museum of Arts and Science, now known as the Chrysler Museum of Art. In 1954, Barbara graduated from Norview High School in Norfolk. She later attended Longwood College in Farmville, Virginia, where she met the love of her life, Hunter Cox.
