Friedens- und Konfliktforscher erwarteten, dass mit dem Wegfall der Blockkonfrontation die M glichkeit best nde, Kriege effektiver zu befrieden oder von vornherein zu verhindern. In der Realit t fanden jedoch bereits bis Mitte der 1990er Jahre eine Reihe von Kriegen statt, die mit gro er Gewaltintensit t und weitreichenden Folgen waren, wie etwa die jugoslawischen Zerfallskriege und besonders der Bosnienkrieg. Zu schwache, zerfallende Staaten stellten neue Krisenherde dar. Als Beispiel f r viele weitere sind etwa die Kriege in Somalia und Ruanda zu nennen. In der politikwissenschaftlichen Teildisziplin der Internationalen Beziehungen ist eine Debatte dar ber entbrannt, ob der Krieg seit dem Ende des Ost-West-Konflikts in den 1990er Jahren eine "neue" Gestalt angenommen hat. F r Friedensforscher wie Herfried M nkler und Mary Kaldor ist der klassische Staatenkrieg, der die Szenarien des Kalten Krieges noch weithin gepr gt hat, zu einem "historischen Auslaufmodell" geworden. Diese Arbeit skizziert den Wandel kriegerischer Gewalt in Bezug auf die Akteure, die Finanzierung, die Ziele und die Strategien der Akteure in diesen Kriegen. Eine der f hrenden Erkl rungsans tze des Kalten Krieges war Kenneth Waltz' Neorealismus.
