Alexander and Horton address this question by developing several models of constitutional interpretation and applying them to state action, under color of law, and other complex doctrines in constitutional jurisprudence that have been created to deal with problems of distinguishing unconstitutional from merely illegal authority. Presenting three basic analytical models--legalist, naturalist, and governmental--together with several possible permutations, the authors clarify the assumptions underlying these current doctrinal tangles and illuminate many conflicts and inner inconsistencies of modern constitutional law. They examine the implications of each model in terms of its application to relevant court precedent and the way it would deal with specific constitutional provisions such as the Thirteenth and Fourth Amendments and the Commerce Clause. The authors conclude that only two of the possible models can be considered to be principled.

Authors Jones and McCaffery provide perspectives on Canadian government actions to manage financial contingency and restraint. Although the primary focus is on provincial government, attention is also paid to the actions of the federal government. The authors begin by presenting a theoretical framework through which government financial restraint management may be evaluated. In the following chapters, criteria derived from this framework are then applied to provincial government financial stress and restraint management actions. They examine the provincial economic base, revenue and expenditure trends, and financial condition. In particular, annual and cumulative budget deficits and debt loads are reviewed as indicators of the degree of financial stress faced by provincial governments. Actions taken by provinces to increase revenues and productivity, and to control expenditures, are reviewed from the early 1970s to 1987, with emphasis on the period 1983-1987. A comparison of financial stress management in the Province of Ontario and the State of California is also presented, and this comparative approach is continued in a chapter on Canadian federal government financial stress management. Finally, Canadian federal efforts to institute budget control under the Policy and Expenditure Management system are compared to budget control approaches utilized by the U.S. federal government.This unique study will improve our understanding of how the Canadian provincial and federal governments manage budgeting and financial stress. A Quest for Security is the first book-length biography of Samuel Parris, the man who led the 1692 struggle against the scourge of witchcraft. While an examination of Samuel Parris's actions reveals his crucial part in the witchcraft crisis, this biography also serves as a reminder of the concern of early Americans to sustain economic independence for their families. Fully documented with endnotes and featuring a complete bibliography of primary and secondary works, this volume fills a noticeable gap in the literature on Salem witchcraft.The first chapter looks at Samuel Parris's early years. Born in London in 1653, Parris moved with his family to Barbados in the 1660s where both his uncle and father had prospered as sugar planters. Next, the book examines his stay in Boston where he met with modest success as a merchant and started a family. The book then recounts the eight years Parris spent in Salem Village as that divided community's pastor. Beginning with his call to the clergy, the book examines his life as a Puritan pastor, and then covers the conflict in his congregation. In the first year of his ministry, a faction had developed that sought to oust Parris by refusing to pay him. Next the book covers Parris's actions in the spring of 1692 which changed a seemingly ordinary case of a handful of accusations into a full-scale witchhunt. Convinced that an organized witch cult threatened his congregation, Parris sought to root out all conspirators. His leadership in the effort led to an ever increasing escalation of accusations. When the episode finally ended, family members of some of the twenty executed witches conducted a campaign that ultimately resulted in Parris's removal from the pulpit. The final chapter looks at Parris's last years, in which he moved from one small Massachusetts community to another. Parris died in obscurity in 1720. But he achieved his most important goal--that of providing material security for his children.

In 1943 the Armed Forces Radio Service began transmitting programs that linked the thousands of American military personnel and civilians stationed overseas to the United States. This definitive study provides discographical data for the first 1,000 recordings of the AFRS Basic Musical Library, P (Popular) Series. This series of recordings of popular, jazz, and classical music constituted a permanent music library at every military radio station and allowed AFRS personnel at the numerous broadcast facilities around the world to act as disc jockeys, playing the most popular and requested songs and artists for their audiences--principally American GIs. Some of the many orchestras and singers represented in the collection include Bing Crosby, Harry James, Count Basie, Cab Calloway, the Andrews Sisters, Frank Sinatra, and Peggy Lee. The sources of the recordings were variable and included commercial recordings (occasionally alternate takes) principally from Columbia, Decca, and Victor; radio broadcasts (often from dress rehearsals); concerts; and AFRS's own recording sessions. Larry F. Kiner and Harry Mackenzie have meticulously and comprehensively researched the AFRS files to produce this first complete listing of these recordings and their compilation is also the first to identify the many commercial record issues that have been derived from the series. Following the introduction that advises readers how to use the book and also explains its format and abbreviations, the 1,000-entry discography begins. Each entry lists the AFRS Basic Musical Library P Series catalog number; the matrix number; take number as shown on the ARFS label; song title; artist identification; running time in minutes; source of the take, including exact date and geographical location, when known; and size, speed and issue data. Two appendixes center on the most popular artists and most popular songs of the collection and two separate indexes list articles and songs to facilitate ease of location. Of special interest are the over three dozen label illustrations. This important source of information on American popular songs, artists, and recordings of the 1943 to 1947 period will be welcomed by musical scholars of the World War II era and by those with a penchant for American popular music.
