This evaluation of the senior leadership in the U.S. army is based, in part, on the personal experience and wisdom of former Chief of Staff General Edward C. Meyer. But it is supplemented by scores of interviews that the authors conducted with the individuals (and the leaders) who shaped the military since World War II. Many of the issues that had an impact on the leadership of the military over the period discussed are quantifiable, but many are not. Those that are not are evaluated from Meyer's experience and from the experience of the other authorities interviewed.

There are many valuable and useful books on electrical communication (References 1-5 are some examples), but they have certain disadvantages for the beginner. The more advanced books present some things in a basic way, but they are very narrow for an introduction to communica tion. The introductory books are broader but still narrow by our stan dards. Further, they often pick things out of thin air rather than derive them. This book is aimed at giving the beginner a basic understanding of a wide range of topics which are essential in communication systems. These include antennas and transmission, thermal noise and its consequences, Fourier transforms, modulation and noise, sampling and pulse code modulation, autocorrelation and power spectrum, optimum filtering, gauss ian noise and errors in digital transmission, data transmission, limits on data rate including information theory and quantum limits, and source encoding. We have not included communications traffic, switching, and multiplexing, nor protocols for digital and computer communications. For these, Reference 6 is excellent. In general, our book does not discuss the circuits used for communication or the physics of radio propagation. We assume that these will be taught in specialized courses, but such courses are not prerequisites for this one. Chapter 1 introduces the transmission formula or antenna equation and antenna directivity. Only a very basic sophomore physics knowledge of electromagnetic theory is assumed. The radar equation is also treated.

'The Green Revolution' of the 60's and 70's produced immense gains in food cereal production in the Third World. But there are huge problems in the 'post-revolutionary' era: farmers with small or marginal holdings have benefited less than wealthier farmers; intensive mono-cropping has made production more susceptible to environmental stresses and shocks. Now there is evidence of diminishing returns from intensive and intensively chemical agricultural production. What is needed is a new approach, equally revolutionary, but different in its ideas and style. The authors set out what they mean by 'sustainable' agriculture in the new era and look at the effects of international economic restraints and of national policies on the kind of development they see as necessary. They chart a path for sustainable livelihoods for Third World farmers enmeshed by forces outside their control. They describe methods of evaluating and resolving the tough trade-offs all levels of intervention, from international trade down to the individual farm. This book cannot provide all the answers, but it does indicate what international conditions we need to be aware of, what national policies we need to advocate and what approaches at the local level we need to adopt to ensure the goal of agricultural sustainability. This book concerns digital communication. Specifically, we treat the transport of bit streams from one geographical location to another over various physical media, such as wire pairs, coaxial cable, optical fiber, and radio. We also treat multiple-access channels, where there are potentially multiple transmitters and receivers sharing a common medium. Ten years have elapsed since the Second Edition, and there have been remarkable advances in wireless communication, including cellular telephony and wireless local-area networks. This Third Edition expands treatment of communication theories underlying wireless, and especially advanced techniques involving multiple antennas, which tum the traditional single-input single-output channel into a multiple-input multiple-output (MIMO) channel. This is more than a trivial advance, as it stimulates many advanced techniques such as adaptive antennas and coding techniques that take advantage of space as well as time. This is reflected in the addition of two new chapters, one on the theory of MIMO channels, and the other on diversity techniques for mitigating fading. The field of error-control coding has similarly undergone tremendous changes in the past decade, brought on by the invention of turbo codes in 1993 and the subsequent rediscovery of Gallager's low-density parity-check codes. Our treatment of error-control coding has been rewritten to reflect the current state of the art. Other materials have been reorganized and reworked, and three chapters from the previous edition have been moved to the book's Web site to make room.

This is a study of the dynamics of partisan polarization in the United States. It has three objectives: (1) to identify and explain why some Republicans and Democrats – but not others – have polarized, particularly over the last twenty years; (2) to demonstrate that they have done so not on this or that issue but systematically, programmatically – domain versus issue sorting; and (3) to bring into the open profound asymmetries in polarization between the two parties, not least that Republicans polarized early and thoroughly on issues of race, while Democrats in the largest number stayed neutral or even conservative until only recently. Emerging from the reasoning and results is a revised theory of party identification that specifies the conditions under which ordinary Republicans and Democrats can become ideological partisans – real-life conservatives and liberals in their behavior – in the choices they make on candidates, policies, and parties.
