In July 2018, CSIS embarked on a major analytical assessment that centered on the following research question: What will be the strategic consequences for the United States by 2050 if America’s two near-peer military competitors, China and Russia, continue to develop their long-term economic and security interests in the Arctic, but the United States does not? Russia’s growing economic and military ambitions in the Arctic, as well as China’s increased physical presence in the region, underscore that both nations have long-term strategic designs for the Arctic region. Data analysis, satellite imagery, and scenario development all demonstrate the continued growth of Russian and Chinese presence in the Arctic and heighten the sense of stasis in the U.S. military and economic presence. Unless the United States wishes to lose access to portions of the Arctic and have increasingly diminished capabilities to defend and deter attack against the homeland, the United States must return to the Arctic.

Born in Baltimore, Maryland, the author was raised in Baltimore and graduated high school in 1951 from Baltimore City College. Following graduation from the University of Virginia in 1955 with a BA in Economics, he served in the United States Army in the Adjutant General Corps prior to returning to the University of Virginia for graduate studies. In 1959, the author graduated from the Darden School of Business at the University of Virginia with an MBA in Business Administration. For many years the author's career focused primarily on the restructuring and turnaround of troubled banks in Washington. D.C and the Northern Virginia area. In 1987 and 1988, the author organized, from his attic is Mclean, Virginia, Virginia Commerce Bank (VCB), with initial capital of $6.25 million. VCB grew to assets of $3 billion, 28 branch offices, and subsequently became the largest community bank headquartered in Northern Virginia. In 2014, VCB was sold to United Bank of Charleston, West Virginia, in a tax-deferred common stock exchange for approximately $492 million. The author is the broker/owner of his own real estate and consulting business, Bankers Realty, Inc., and resides in Winter Hill in Falls Church, Virginia.
