More than any other area of the constitution, local government has undergone constant change over the past two decades. The Conservative legislation introducing compulsory competitive tendering. replacing rates with first the community charge and then the council tax, the structural reorganization of local councils (with the creation of unitary authorities), and the increasing emphasis on rights for users of local services have left an enduring legacy. The actions of some local authorities on the municipal left and the New Right have tested the legal limits of local democracy to the full. The new Labour government has initiated further changes with the `best value' regime, the reform of executive structures, and by introducing elected mayors and cabinets in local authorities, and new powers for councils to become `community leaders', working in partnership with other public, private, and voluntary bodies within their areas. Moreover, other aspects of the constitutional reform programme, especially devolution, have substantial implications for local government. This new study assesses these and other developments in terms of the underlying questions they raise about the nature of local democracy and its legal recognition. The book considers the competing and legally interlocking claims of local representative democracy, financial accountability and consumerism and their implications for the governing structures of local authorities and for local electors, councillors, taxpayers, the users of local services, and council employees. Finally, it asks whether the legal shape and powers of local government fit it for the changing role it is now asked to play.

Whereas most sesquicentennial writing necessarily deals with Treaty and related problems in the immediate context of New Zealand law and politics, Professor Brownlie, bringing the external perspective and the expertise of an eminent academic and practising international lawyer, deals with those problems in the international context of the rights of indigenous peoples. The size of Britain's homeless population has risen considerably since the introduction of the Housing (Homeless) Persons Act 1977. Recently, the Government announced plans radically to reform the existing legislation, a recognition of the political sensitivity of homelessness and the need for a coherent policy to tackle the problem. Housing the homeless is an issue which embraces housing, family and social security policy; it has also generated considerable interest for public lawyers, as the scope of discretionary powers provided by the Act has provoked a great deal of litigation in the High Court. In the original study the author presents a detailed empirical study of three local authorities implementation of the homelessness legislation. He focuses in particular on the processes of administrative decision-making at the lowest level, and reveals that `law' plays a very limited role in shaping administrative policy decisions. Placing law within a context of administrative action, the author illustrates how administrative law must be understood by reference to the complex institutional structures with which it is daily involved.

This pioneering study of Australian, New Zealand, and Pacific Christianity opens up new perspectives on Christianization and modernization in this richly complex region. The reception of Christianity into Pacific cultures has produced strongly Christian societies. Based on research in widely scattered archives, this book not only deals with regional interactions but pays careful attention to developments in microstates, and to the variety of indigenous religious movements, which were earlier regarded as deviations from Christian orthodoxy but are now seen as significant adaptations of Christian teaching. In Australia and New Zealand too, European Christian beginnings have been given local emphases, producing Churches with distinctive identities. Lay leadership is emphasized - not only in the Churches but as part of the Christian presence in the realms of politics, business, and culture. The broad liturgical, theological, constitutional, and pastoral developments of the 19th and 20th centuries are mapped, as a context for the striking changes which have taken place since the 1960s. The dynamics of religious change and conflict, the ambiguities of religious authority, and the destructive effects of Christian colonialism on indigenous communities, especially Australian aborigines, are all frankly dealt with. The decline of the institutional impact of the Churches in Australia and New Zealand is explored, as is the growth of partnership between government and Churches in education, social welfare, and overseas aid and development. Interchange in personnel and ideas is strikingly illustrated in the missionary activities of the regional Churches and their cultural impact. The author's involvement in Church and community leadership, ecumenism, and theological education makes this volume in The Oxford History of the Christian Church a valuable addition to the series, describing both continuities with world Christianity and little-known local developments.

The full inside story The full and fascinating inside story of Anglo-American nuclear relations from 1957 to 1962 is told for the first time in this book. This period saw the creation of a close and exclusive relationship of nuclear collaboration between Britain and the United States, with an agreement on atomic co-operation, the establishment of the facilities for US nuclear submarines in the UK, and the sale of US missiles, including Thor and Polaris for the British strategic submarine force. Revelations from formerly top secret documents Ian Clark's detailed analysis of newly declassified official documents reveals that, while special, the Anglo-American nuclear partnership was not without tension and rivalry. Prime Minister Harold Macmillan sought to combine interdependence--which reduced costs--with national policies on nuclear strategy, NATO, nuclear co-operation with France, and nuclear testing; the result was conflict with US administrations. Dr Clark examines such critical issues as British nuclear targeting of the Soviet Union and co-ordination with US nuclear war plans, cancellation of the Blue Streak missile, the bargain over Skybolt and the Holy Loch base, the diplomacy of the Skybolt crisis in 1962, and British ambitions for Polaris. The frank revelations contained in the formerly top secret British and American documents from the period enable him to offer fundamentally new and sometimes controversial interpretations of events in this dramatic period.

Why did Britain decide in 1947 to build an atomic bomb? What military plans were there for using it? This neglected dimension of British nuclear policy is assessed in detail for the first time, using confidential records - including those of the Chiefs of Staff - which have become available for the entire post-war decade. The emergence and evolution of British strategic ideas about nuclear deterrence and targeting are documented and analysed by Ian Clark and Nicholas J. Wheeler, who also argue that British thinking was distinctive and made a much more substantial impact on nuclear strategy than American accounts would suggest. They reveal that, from a perspective unique to British circumstances and traditions, British officials made a significant contribution to early thinking about nuclear weapons. This study covers the early shift from a 'countervalue' to a damage limitation targeting posture, the assessment of the Soviet threat, the impact of the Korean War, the Global Strategy Paper of 1952, the decision to manufacture a hydrogen weapon in 1954, and the inter-service rivalries in the mid-1950s about the nature and size of the British strategic force. This book offers a sober appraisal of the world trade in naval weapon systems at a time when recent attacks on merchant shipping in the Persian Gulf have kept maritime security at the centre of global attention. At the same time India, outside the international non-proliferation regime, has become the first-ever customer for a nuclear attack submarine. In 1987-88, the most expensive and controversial arms sales were related to naval systems, and yet while regional navies are busy increasing their firepower, the traditional naval powers remain dependent on their sea-borne trade. In particular the book highlights critical areas in which trade in naval systems differs from the sale of land or air systems, and it discusses the implications of these differences.

It is often said that one person or society is `freer' than another, or that people have a right to equal freedom, or that freedom should be increased or even maximized. Such quantitative claims about freedom are of great importance to us, forming an essential part of our political discourse and theorizing. Yet their meaning has been surprisingly neglected by political philosophers until now. Ian Carter provides the first systematic account of the nature and importance of our judgements about degrees of freedom. He begins with an analysis of the normative assumptions behind the claim that individuals are entitled to a measure of freedom, and then goes on to ask whether it is indeed conceptually possible to measure freedom. Adopting a coherentist approach, the author argues for a conception of freedom that not only reflects commonly held intuitions about who is freer than who but is also compatible with a liberal or freedom-based theory of justice.

Citizens, it is said, have 'lost faith' in the English police. Opinion polls repeatedly show that trust in, and respect for, the police have declined precipitously from the historically high levels achieved during the 'golden age' of the 1950s. Successive decades of rising crime, political violence and urban disorder, miscarriages of justice, and declining effectiveness have left the police in what seems like a permanent crisis of legitimation. A once revered national institution has become thoroughly profane. In this major new work on the relationship between English policing and culture, Ian Loader and Aogán Mulcahy reassess and revise this received sociological and popular wisdom on the fate that has befallen the English police. Paying close attention to the symbolic and cultural significance of the police, Loader and Mulcahy document the mix of profane and sacred sensibilities that struggle with one another to determine the contours of what they call English policing culture. They draw on documentary analysis of official 'representations' of policing, and oral historical research with citizens, police officers, former government ministers and civil servants, to show that, far from being 'demystified', policing is a cultural institution that remains deeply entangled with questions of subjectivity, recognition, belonging and collective identity. This cultural sociology of English policing sheds new light on the social changes and conflicts that have called police authority into question in the decades since 1945 and offers an important appraisal of what is at stake in the contemporary cultural politics of policing.
