The theory of social choice deals with both the processes and results of col­ lective decision making. In this book, we explore some issues in the theory of social choice and mechanism design. We examine the premises of this theory, the axiomatic approach, and the mechanism design approach. The main questions are what is collective interest, how is it related to individuals' interests, how should one design social interactions, laws, and in­ stitutions? These questions are not new. Philosophers, social scientists have indeed pondered upon them for years. And, in fact, the organizational struc­ tures of many social institutions -courts, parliaments, committees and reg­ ulatory boards -often lack a sound theoretical base. This is not surprising, as it is, indeed, difficult to provide for a comprehensive formalization of the activities of such organizations. Nevertheless, there has been a definite trend towards providing clear and unambiguous rules for collective decision mak­ ing. These very rules constitute the body of social choice theory and its main object. The basic problem of social choice We explain here more precisely what a problem of social choice is, what approaches might be used to tackle it, and what kind of solutions it leads to. We introduce a few basic notions in preliminarily fashion and, in doing so, we stress both motivations and explanations.

2007 marked the 20th anniversary of the G.H.Brundtland Commission report that broke new ground by addressing the issue of sustainable development as a means of avoiding an ecological catastrophe. This led to a multitude of political declarations, documents and scientific articles while Agenda 21 – adopted in 1992 in Rio de Janeiro – has been accepted by the governments of more than 100 countries. In his timely study, Andrii Demartino investigates the multitude of techniques how social media can be used to advance an aggressive foreign policy, as exemplified by the Russian Federation's operation to annex Crimea in 2014. Drawing on a wide range of sources, Demartino traces the implementation of a series of Russian measures to create channels and organisations manipulating public opinion in the Ukrainian segment of the internet and on platforms such as Facebook, VKontakte, Odnoklassniki, LiveJournal, and Twitter. Addressing the pertinent question of how much the operation to annex Crimea was either improvised or planned, he draws attention to Russia's ad-hoc actions in the sphere of social media in 2014. Based on an in-depth analysis of the methods of Russia's influence operations, the book proposes a number of counterstrategies to prevent such "active measures." These propositions can serve to improve Ukraine's national information policy as well as help to develop adequate security concepts of other states.
