Oktober 1969 w hlt der deutsche Bundestag den ersten sozialdemokratischen Bundeskanzler: Willy Brandt. Die neue Regierung pa te ihre Au enpolitik an den internationalen Wandel an. Sie formulierte eine Art Unabh ngigkeitserkl rung, die vor allem der USA verdeutlichen sollte, dass die Bundesrepublik von nun an eine selbst ndigere Politik f hren werde. Aus der bequemen Bundesregierung wurde ein loyaler Verb ndeter. Durch das neue Selbstbewu tsein der Bundesrepublik und eine aktivere Kooperation im westlichen B ndnis trug die neue Regierung wesentlich zur Gestaltung des internationalen Wandels bei. Es gilt zun chst die Ver nderung der au enpolitischen Grunds tze der sozialliberalen Koalition unter den Aspekten der Kontinuit t und des Wandels zu untersuchen. Hierbei wird vor allem die Regierungserkl rung vom 28. Oktober 1969 zu Rate gezogen. Inwiefern kann man einen Bruch mit der Au enpolitik, insbesondere der Ostpolitik der vorangegangenen Regierungen feststellen? Wo l t sich eine Best ndigkeit oder eine Weiterentwicklung feststellen? Im zweiten Teil der vorliegenden Arbeit werden die Vertr ge an sich er rtert. Welchen Verlauf nahmen sie? Welche Bedingungen wurden gestellt und welche Konzessionen gemacht? In welchem Kontext m ssen die einzelnen Vertr ge betrachtet werden? Nahmen sie Einflu auf die europ ische Entspannungspolitik und welche Funktion erhielten sie in diesem Gesamtkomplex?
