Far from being the bucolic paradise that is often imagined, the rural areas of this country are afflicted with chronic economic hardship, severe forms of alienation, and the lack of a foundation for community development or for the enhancement of economic, social, and educational opportunities for rural people. In this study, Kenneth P. Wilkinson examines the critical state of rural life in America, its causes and possible cure. Following a critical review of research and theories on the subject, he proposes a new theoretical perspective that focuses on community interaction as a necessary basis for social well-being. Wilkinson first looks at what rural sociologists have had to say about the meaning and consequences of community as a form of social organization. He next analyzes the profound problems of community organization that affect rural locations, especially the deficits that block the formation of the infrastructure, networks, and facilities that are necessary to community development. Focusing on community interaction, he takes issue with the popularly held theory that grassroots action holds the key to rural problems. In a concluding discussion of policy issues and research challenges, he argues instead that outside intervention will be needed to remove rural barriers to community development before progress can occur on any significant scale. Although William Henry Harrison died a month after becoming President, he lived a full and accomplished life before assuming the presidency. As a member of Congress, he sponsored legislation dividing the Northwest Territory. As governor of the Indiana Territory, he led a movement to suspend the provisions of the Northwest Ordinance and earned a reputation for acquiring large land cessions from the Indian tribes, winning the affection of white settlers and the animosity of Native Americans. Serving as brigadier general during the War of 1812, he then served in the Ohio legislature and the U.S. Senate, and was named minister to Colombia. Faced with severe budgetary constraints, a radically reduced force structure, and a crippling intellectual dogmatism, the American Infantry struggled throughout the interwar years to modernize its doctrine. Finlayson examines these difficulties, beginning with an overview of the experiences of the primary combatants of the First World War, comparing their battlefield doctrines with that of the American Expeditionary Force. The brief American appearance on the battlefield did much to shape the convictions of those men assigned the task of developing doctrine after the war. The findings of the post-World War I Superior Board provide valuable insight into how institutional conservatism and the dogmatic approach to new ideas that existed among senior Army leaders stymied possible doctrinal advances. The Army would suffer greatly in the post-war demobilization and the subsequent ravages of the Great Depression. With little money and few soldiers spread around far-flung posts, little advancement in terms of doctrinal development was possible. As the likelihood of war became more imminent in the 1930s, a concerted effort to modernize was made; however, the magnitude of the task made success virtually impossible-a situation that was evident in the Infantry's poor performance in the early battles of the war. The U.S. entry into World war II would, unfortunately, find the infantry branch only partially prepared for the battle field of 1942.
