I present this humble work in the earnest hope that it will prompt my Readers to try and understand the divine Message in its original Arabic text. They should remember that no translation however meticulously done can ever equal the original Arabic text in its divine grandeur and pristine clarity. One may wonder why this yet another addition to the existing plethora of Translations and Commentaries The answer to this question lies in the beauty of the fact that the divine Message of the Qur'aan remains valid for all times and ages since its revelation until the Last Day. The Message therefore needs to be studied from time to time in the changing perspectives of the changing times. It would be absolutely wrong to confine this universal Message for mankind to the circumstances and situations of a particular period in the past. Unfortunately, however, most of the commentators so far have based their understanding of the Qur'aan in the strict perspective of the circumstances and situations prevailing at the time of its revelation way back in 7th century A.D. The Muslim mindset generally has thus got stagnated and therefore unable to cope with the changing situations of the changing times. This humble attempt of mine is to help Muslims generally to come out, Allah willing, of that crippling stagnation. This Part (Manzil) of QUR'AANIC STUDIES - A Modern Tafsir is on the Qur'aanic Chapters 26 to 36. Preface to First EditionBrought together in this book are articles written in the span of over 10 years. And, as the title of the book suggests, various topics are examined in the articles on the basis of divine Guidance given in the Qur'aan.2. When our first grand-parents, Adam & Eve, were being sent down to this earth, they were advised, ..".if there comes to you guidance from Me, then whoever follows My guidance shall neither go astray, nor fall into distress and misery. But whosoever turns away from My Remembrance/Reminder, surely then is there for him a life of hardship, and We shall raise him up blind on the Day of Resurrection." Q: 20.123, 20.124]3. Unfortunately, mankind has miserably failed to follow that divine advice and has consequently found itself embroiled in hardship and misery, time and again. Even the custodians of that divine message, the Muslims, are far from following the advice. And Allah's Wrath has fallen especially on them. That is why Muslims generally have become the favourite whipping boys of every Tom, Dick and Harry, all over the world today.4. The Qur'aan asks the Muslims to do one thing, and they do something else. It is this dichotomy that is highlighted in most of the articles in this book. In other articles, evidences of the divine origin of Qur'aan are brought out. The evidences lay in Verses that foretold scientific truths and events that were unknown at the time of the revelation of the Qur'aan. 5. I hope - and I pray Allah for fulfilment of the hope - that this book will induce at least some persons, Muslims and non-Muslims, to make the Qur'aan their default opening page on the monitors of their lives in order to make frequent references to it and get guidance wherefrom.

Local Government Budgetary Autonomy

Local Government Budgetary Autonomy

The empirical research that has shaped this book was drawn from a combined literature stream comprising political psychology, applied economics, and public management issues such as decentralization, local government finance, local governance, and organization and budget theories. The principal premise of this monograph is that a greater autonomy of the local state helps improve the effectiveness of decentralization and good local governance. Bearing in mind the broader challenge of problems with decentralization in Bangladesh, the main research concern here is the exploration of nature, cause, and consequences of a specific deep-rooted problem – the dimensions of influence and magnitude of autonomy in budgeting decisions of local government Union Councils in Bangladesh. The study explores the de facto and de jure issues that affect the autonomy of local government Union Councils of Bangladesh in their budgeting decision-making process, leading to poor or good local governance. The study looks at how and to what extent the budgetary autonomy of local government Union Councils is affected. It also explores the impact of this autonomy on local governance.

The vast majority of national authorities have made a public commitment supporting a single set of high-quality global accounting standards as of January 13, 2021 requiring or permitting the use of IFRS Standards for domestic, publicly accountable companies and institutions. This includes all member states of the European Union (EU) and the European Economic Area (EEA), in which IFRS Standards are mandatory for all companies whose securities trade in a regulated market. Despite this, there still remains a lack of research on International Financial Reporting Standards (IFRS) implementation and this inaugural volume of Contributions to International Accounting (CIA) aims to address this vital gap, focusing on providing relevant and timely information for local and international policymakers.

Written by a dedicated baker it explains to the reader why wholemeal breads are better for you, for the planet and the whole chain from farmer to consumer. It introduces the reader to ancient and modern Iranian breads and bread making. A warning though, the descriptions of the breads will make you want to seek out the many varieties of breads described as you can almost smell and taste them through the prose.

Parties and Politics in East Pakistan 1947–71

This book reclaims Bangladesh’s institutional historiography by retrieving the eclipsed political parties and the inheritances from its earlier configuration as East Pakistan from 1947 to 1971. This is a striking retelling of the political parties originating under the British Raj and trekking through the post-colonial institution-building challenges in South Asia. East Pakistan’s institutional experiences, political events, and identity imagination are still very relevant to Bangladesh’s continuing slog in democratic institution-building. With a new trajectory for Bangladeshi political heritages, the book is intellectually relevant to anyone interested in South Asia’s political development.
Political Conflict in Pakistan

Political Conflict in Pakistan

Mohammad Waseem

C HURST CO PUBLISHERS LTD

nidottu
This book is a major reinterpretation of Pakistani politics. Its focus is conflict among groups, communities, classes, ideologies and institutions, which has shaped the country's political dynamics. Mohammad Waseem analyses the millennium-long conflict between Hindus and Muslims as separate nations but intermingled faiths, and the Hindu, Muslim and Sikh renaissances that created a twentieth-century clash of communities and led to partition. Political Conflict in Pakistan addresses multiple clashes: between the high culture as a mission to transform society, and the low culture of the land and the people; between those committed to the establishment's institutional constitutional framework and those seeking to dismantle the 'colonial' state; between the corrupt and those seeking to hold them to account; between the political class and the middle class; and between civil and military power. Waseem exposes how the ruling elite centralised power through the militarisation and judicialisation of politics, rendering the federalist arrangement an empty shell and grossly alienating the provinces. He sets all this within the contexts of education and media as breeders of conflict, the difficulties of establishing an anti-terrorist regime, and the state's pragmatic attempts at conflict resolution, under pressure from minorities. This is a wide-ranging account of a country of contestations.

The Clergy and the Modern Middle East

The Clergy and the Modern Middle East

The Shi’i clergy are amongst the most influential political players in the Middle East. For decades, scholars and observers have tried to understand the balance of power between, Shi'i ‘quietism’ and ‘activism’.The book is based on exclusive interviews with high-profile Shi'i clerics in order to reveal how the Shi’i clerical elite perceives its role and engages in politics today. The book focuses on three ground-breaking events in the modern Middle East: the 1979 Islamic Revolution in Iran, the 2003 Iraq War, and the 2006 July war in Lebanon. By examining the nature and evolution of a Shi'i clerical network the book finds that, far from there being strategic differences between ‘quitest’ and ‘activist’ clerics, Shi’i mujtahid statesmen matured, from 1979 in Iran to 2003 Iraq, by way of a pragmatism which led to a strong form of transnational and associated whole in Lebanon in 2006. In doing so, the book breaks down the established, and misleading, dichotomisation of the Shi’i clergy into ‘quietists’ and ‘activists’ and discovers that the decision of Shi’i clerical elites to become politically active or to stay out of politics are attributable to their ability to adapt to their political environments.

Environment and Agriculture in a Developing Economy

sidottu
This book comprehensively examines the performance of Bangladeshi agriculture in light of the most recent thinking on economic development and the environment. It both analyses the experience during the last five decades and discusses the major issues and challenges with special emphasis on the prospects for sustainable agricultural development in the future. The authors emphasise the importance of distributional aspects of environmental change and development in relation to employment and poverty and also focus on gender issues - often ignored in traditional theory. Many of the issues that arise in Bangladesh in connection with the agricultural-development nexus are not unique to the country. Parallels exist elsewhere in the developing world and as such Bangladesh is useful as an example from which to draw conclusions about much of the developing world. Environment and Agriculture in a Developing Economy will therefore be of particular interest to developmental and environmental economists as well as international organisations and NGOs committed to environment and development issues.
