Since the end of the war in Vietnam and the withdrawal of the American presence there, a marked realignment of power has taken place in Southeast Asia. The old rivalry between China and the United States has become a relationship of cautious rapprochement, while Sino-Soviet competition has been intensified by China's fear that the USSR will move to fill the power vacuum created by the U.S. departure. The United States no longer perceives a friendly Sino-Southeast Asian relationship to be as much of a danger to its security interests as it once did, but how that relationship develops remains of considerable importance to this country. In this book, Edwin Martin examines some of the principal factors in China's current relations with the Southeast Asian countries— China's domestic policies, Peking-oriented insurgency in Southeast Asian countries, the Overseas Chinese, trade considerations, the policies of third powers—and concludes that the newly emergent nationalism in Southeast Asia,coupled with Sino-Soviet rivalry, indeed diminishes the threat posed by a Communist Indochina and calls for a U.S. policy of encouraging stable relations in the area, both among the countries themselves and between them and the PRC. He asserts that a four-way balance of power— involving the United States, the USSR, the PRC, and Japan—will prevent a power vacuum in the area and will allow the Southeast Asian countries to develop their own strengths, both political and economic. It is thus to the advantage of the United States to encourage all steps toward regional cooperation; U.S. policy, Professor Martin concludes, should neither abandon Southeast Asia, nor attempt to dictate to it.
The Challenge Of The New International Economic Order
This volume deals with the recent proposals in the United Nations and elsewhere for reconstructing the existing economic relations between less developed and more developed countries. The contributors to the book undertake to clarify the NIEO proposals, asking specifically to what extent they are really new, fully international, realistically economic, and are the constituents of workable order. The confrontation of NIEO demands and real-world constraints is a leading feature of the book, and each of the chapters deals with one or more elements of the NIEO proposals against the background of relevant conditions in both the countries and the international institutions and practices that interrelate them. The authors arrive at a considerable degree of consensus, mostly agreeing that the NIEO is not really a new order, but endorsing specific NIEO proposals that will achieve gradual progress for LDCs in absolute terms.

This book is first of all designed as a text for the course usually called "theory of functions of a real variable". This course is at present cus­ tomarily offered as a first or second year graduate course in United States universities, although there are signs that this sort of analysis will soon penetrate upper division undergraduate curricula. The author believes that a good basic understanding of electronics can be achieved by detailed visual analyses of the actual voltage waveforms present in selected circuits. The voltage waveforms included in this text were photographed using a 35-rrun camera in an attempt to make the book more attractive. This book is intended for the use of students with a variety of backgrounds. For this reason considerable material has been placed in the Appendix for those students who find it useful. The Appendix includes many basic electricity and electronic concepts as well as mathematical derivations that are not vital to the understanding of the circuit being discussed in the text at that time. Also some derivations might be so long that, if included in the text, it could affect the concentration of the student on the circuit being studied. The author has tried to make the book comprehensive enough so that a student could use it as a self-study course, providing one has access to adequate laboratory equipment.

To the Instructor The purpose of this laboratory manual is not just to help students to set up electronic circuits that function as they should. The important thing is the electronic concepts that the student learns in the process of setting up and studying these circuits. Quite often a student learns more electronics when he has to trouble shoot a circuit than when the circuit performs as it should when first built. It is unlikely that any students would be able to complete all of these experiments in one semester. The author believes that all students should have laboratory experiences with power sup­ plies, amplifiers, oscillators, and integrated circuits. Additionallabomtory experiments should be de­ termined by the instructor. Therefore, you can choose those that you want done. Some students are more efficient in the labomtory than others. Therefore, some would be able to complete more exper­ iments in a semester than others. Also many of these experiments cannot be completed in one two­ hour laboratory period. If space is available, the circuits could be left intact from one period to the next. Or you might want to select steps in an experiment that you want to delete. Neither the val­ ues of the components or the magnitudes of the power supplies, as given in the instructions, are critical. Therefore you could in most cases change them if the ones recommended are not available.

The first third of the book covers the fundamental group, its definition and its application in the study of covering spaces. The focus then turns to homology theory, including cohomology, cup products, cohomology operations, and topological manifolds. The remaining third of the book is devoted to Homotropy theory, covering basic facts about homotropy groups, applications to obstruction theory, and computations of homotropy groups of spheres. In the later parts, the main emphasis is on the application to geometry of the algebraic tools developed earlier.
