Politics And Economic Development In Nigeria
Since the end of civil war in 1970, Nigeria has struggled to build a stronger federal center and to reduce conflicts resulting from uneven development and from ethnic, regional, class, and religious differences. This book provides a comprehensive account of the dynamic interplay between the political and economic forces that have shaped government policies, institutions, and the patterns of development in Africa's most populous country. Tom Forrest identifies the major issues and challenges in Nigerian politics, giving particular attention to the evolution of the federal system, aspects of political competition, and the nature of ruling groups. He examines the links among political demands and incentives, economic strategy, and capitalist development and analyzes the evolution of economic policy and performance, looking specifically at the impact of large oil revenues, agrarian policies, and the program of economic liberalization. In a completely new chapter for this edition, Forrest examines the annulment of the presidential elections in 1993 and explores the persistence of military rule, the demise of the economic reform program, and the intensification of the economic crisis. Assessing the prospects for economic and political change, Forrest considers whether enough political coherence and legitimacy at the center can be reestablished to allow for effective economic management and more productive use of oil wealth in the years ahead.
Decadent Aesthetics and the Acrobat in French Fin de siècle
In his discussion of clowns in nineteenth-century French painting from Jean-Léon Gérôme’s 1857 La Sortie du bal masqué to Georges Rouault, art historian Francis Haskell wondered why they are so sad. The myth of the sad clown as an allegory for the unappreciated artist found echoes in the work of literary counterparts like Charles Baudelaire and his "Vieux saltimbanque" who seeks in vain a responsive public. For some, the attraction of the acrobatic clown for the creative imagination may have been his ability to embody the plight of the artist: these artistes generally led an ambulatory and uncertain existence. Other artists and writers, however, particularly the Decadents, perceived in the circus acrobat – including the acrobatic clown – a conceptual and performative tool for liberating their points of view from the prison-house of aesthetic convention. If authors’ protagonists were themselves sometimes failures, their aesthetic innovations often produced exhilarating artistic triumphs. Among the works examined in this study are the circus posters of Jules Chéret, Thomas Couture’s Pierrot and Harlequin paintings, Honoré Daumier’s saltimbanque paintings, Edgar Degas’s Miss Lala au Cirque Fernando, Édouard Manet’s Un bar au Folies-Bergère, the pantomimes of the Hanlon-Lees troupe, and novels, short stories, and poems by Théodore de Banville, Edmond de Goncourt, J. K. Huysmans, Gustave Kahn, Jules Laforgue, Catulle Mendès, Octave Mirbeau, Jean Richepin, Edouard Rod, and Marcel Schwob.

Capturing Music

Capturing Music

In today’s digital landscape, we have the luxury of experiencing music anytime, anywhere. But before this instant accessibility and dizzying array of formats—before CDs, the eight-track tape, the radio, and the turntable—there was only one recording technology: music notation. It allowed singers and soloists to travel across great distances and perform their work with stunning fidelity, a feat that we now very much take for granted. Thomas Forrest Kelly transports us to the lively and complex world of monks and monasteries, of a dove singing holy chants into the ear of a saint, and of bustling activity in the Cathedral of Notre Dame—an era when the only way to share even the simplest song was to learn it by rote, church to church and person to person. With clarity and a sense of wonder, Kelly tells a story that spans five hundred years, leading us on a journey through medieval Europe and showing how we learned to keep track of rhythm, melody, and precise pitch with a degree of accuracy previously unimagined. Kelly reveals the technological advances that led us to the system of notation we use today, placing each step of its evolution in its cultural and intellectual context. Companion recordings by the renowned Blue Heron ensemble are paired with vibrant illuminated manuscripts, bringing the art to life and allowing readers to experience something of the marvel that medieval writers must have felt when they figured out how to capture music for all time.

The Role of the Scroll answers the question of why scrolls were made when it was possible to produce books. Scrolls were the standard form of book in Western antiquity but from the fourth century onward, the codex began to outnumber scrolls. And yet, people in the Middle Ages continued to make them. In these colourful pages, the reader will discover remarkable scrolls that range from showy court documents for empresses to tiny amulets for pregnant women, from pilgrimage maps to small, portable actors’ scrolls. An alchemical recipe for gold gives a glimpse into medieval life as a metalsmith and a lengthy list of gifts for Queen Elizabeth I enables the reader to observe a court party. Lively and accessible, The Role of the Scroll is essential reading—and viewing—for anyone interested in how people have kept record of life through the ages.

International Law and the Protection of Cultural Heritage
The world’s cultural heritage is under threat from war, illicit trafficking, social and economic upheaval, unregulated excavation and neglect. Over a period of almost fifty years, the United Nations Educational, Scientific and Cultural Organisation has adopted five international conventions that attempt to protect this cultural heritage. This book comprehensively and critically considers these five UNESCO cultural heritage conventions. The book looks at the conventions in the context of recent events that have exposed the dangers faced by cultural heritage, including the destruction of cultural heritage sites in Iraq and the looting of the Baghdad museum, the destruction the Buddhas of Bamiyan in Afghanistan, the salvage of artefacts from the RMS Titanic and the illicit excavation and trade in Chinese, Peruvian and Italian archaeological objects. As the only existing work to consider all five of the cultural heritage conventions adopted by UNESCO, the book acts as an introduction to this growing area of international law. However, the book does not merely describe the conventional principles and rules, but, critically evaluates the extent to which these international law principles and rules provide an effective and coherent international law framework for the protection of cultural heritage. It is suitable not only for those schooled in the law, but also for those who work with cultural heritage in all its manifestations seeking a broad but critical consideration of this important area of international law.

Originally published in 1988, this book offers the first comprehensive and critical analysis of the privatisation of public housing in Britain. It outlines the historical background to the growth of public housing and the developing political debatea surrounding its disposal. The main emphasis in the book, however, is on the ways in which privatisation in housing links to other key changes in British society. The long trend for British social housing to become a welfare housing sector is related to evidence of growing social polarisation and segregation. Within this overall context, the book explores the uneven spatial and social consequences of the policy.

The Beneventan Chant

The Beneventan Chant

Thomas Forrest Kelly

Cambridge University Press

pokkari
From the High Middle Ages the dominance of Gregorian chant has obscured the fact that musical practice in early medieval Europe was far richer than has hitherto been recognized. Despite its historical importance, the "Gregorian" is not the most consistent and probably not the oldest form of Christian chant. The recovery and study of regional musical dialects having a common ancestry in the Christian church and Western musical tradition are reshaping our view of the early history of Christian liturgical music. Thomas Kelly's major study of the Beneventan chant reinstates one of the oldest surviving bodies of Western music: the Latin church music of southern Italy as it existed before the spread of Gregorian chant. Dating from the seventh and eighth centuries it was largely forgotten after the Carolingian desire for political and liturgical uniformity imposed "Gregorian" chant throughout the realm. But a few later scribes, starting apparently in the tenth century, preserved a part of this regional heritage in writing. This book reassembles and describes the surviving repertory.
The Legacy of the French Revolutionary Wars

The Legacy of the French Revolutionary Wars

Alan Forrest

A major contribution to the study of collective identity and memory in France, this book examines a French republican myth: the belief that the nation can be adequately defended only by its own citizens, in the manner of the French revolutionaries of 1793. Alan Forrest examines the image of the citizen army reflected in political speeches, school textbooks, art and literature across the nineteenth century. He reveals that the image appealed to notions of equality and social justice, and with time it expanded to incorporate Napoleon's victorious legions, the partisans who repelled the German invader in 1814 and the people of Paris who rose in arms to defend the Republic in 1870. More recently it has risked being marginalized by military technology and by the realities of colonial warfare, but its influence can still be seen in the propaganda of the Great War and of the French Resistance under Vichy.

International Human Rights and Humanitarian Law: Treaties, Cases, and Analysis introduces the reader to the international legal instruments and case law governing the substantive and procedural dimensions of international human rights and humanitarian law, including economic, social, and cultural rights. The book, which was originally published in 2006, also discusses the history and organisational structure of human rights and humanitarian law enforcement mechanisms. A chapter is devoted a chapter to the issues surrounding the incorporation of international law into U.S. law, including principles of constitutional and statutory interpretation, conflict rules, and the self-execution doctrine. Questions and comments sections provide critical analyses of issues raised in the materials. The last chapter addresses theoretical issues facing contemporary international human rights and humanitarian law and its enforcement.
The Constitution as Treaty

The Constitution as Treaty

Francisco Forrest Martin

Cambridge University Press

The Constitution as Treaty transforms the conceptualization of US constitutional law by exploring the interpretive implications of viewing the US Constitution as a treaty. It argues that federal courts constitute an international tribunal system, and, as such, their jurisdiction is governed by international law enabling them to exercise judicial review authority and undercutting much of the judicial activist critique. The Constitution as Treaty continues with an examination of what is international law and its major interpretive principles in order to set the stage for examining how different sources and principles of international law are intrinsically integrated into US constitutional law and, thereby, are available to federal courts for deciding cases. It addresses the Charming Betsy Rule, the non-self-execution doctrine, the last-in-time rule, and the proper use of customary international law and other international law sources not mentioned in Article III. The Constitution as Treaty concludes that federal courts generally must construe the United States' international legal obligations liberally.
Bioacoustics Maternal Investment and Developmental Strategies in the Mole Crickets Scapteriscus Acletus and Vicinus
Abstract: Three aspects of the reproductive ecology of the southern and tawny mole crickets, Scapteriscus acletus and vicinus. were investigated. Twenty-two sound fields of calling males were measured under field conditions. Total power output ranged from 1.9 to 22.4 uWatt and was positively correlated with male size and soil moisture. Efficiency of sound production was only 0.02 to 0.16 percent. The shape of the sound field approximates a hemisphere. Lifetime oviposition by caged, individual female mole crickets was monitored outdoors. Oviposition is highly seasonal, and females that mature in the fall wait until the following spring to oviposit. Most eggs are laid in May and June and percent hatch of clutches decreases later in the season. Dry weight of eggs, number of eggs per clutch, and percent hatch decrease with successive clutches from individual females. Average investment in eggs per clutch ranged from 10 to 24 percent of female body weight for acletus and from 5 to 16 percent for vicinus females. Lifetime investment (dry weight of eggs) was greater than 100 percent of female body weight (wet weight) for 6 of 12 acletus females, but only 1 of 8 vicinus females had a lifetime investment in eggs equaling its body weight. In acletus. but not vicinus, large females produced more offspring and the average size of their egg clutches was larger than those of smaller females. Insect size tactics and developmental strategies are discussed in relation to decisions individuals make about when to mature. Such decisions carry with them costs and benefits in terms of an individual's fitness. Whenever size affects reproductive success, selection should act such that individuals evaluate the costs and benefits due to changes in size and mature when the cost/benefit ratio is maximized. Predictions about seasonal changes in adult sizes within a natural population of mole crickets are tested. The changes in seasonal distributions of adult sizes of mole crickets support the predictions and suggest that individuals make decisions about when to mature based on costs and benefits associated with changes in size.
