Capital cities that are not the dominant economic centers of their nations – so-called ‘secondary capital cities’ (SCCs) – tend to be overlooked in the fields of economic geography and political science. Yet, capital cities play an important role in shaping the political, economic, social and cultural identity of a nation. As the seat of power and decision-making, capital cities represent a nation’s identity not only through their symbolic architecture but also through their economies and through the ways in which they position themselves in national urban networks.The Political Economy of Capital Cities aims to address this gap by presenting the dynamics that influence policy and economic development in four in-depth case studies examining the SCCs of Bern, Ottawa, The Hague and Washington, D.C. In contrast to traditional accounts of capital cities, this book conceptualizes the modern national capital as an innovation-driven economy influenced by national, local and regional actors. Nationally, overarching trends in the direction of outsourcing and tertiarization of the public-sector influence the fate of capital cities. Regional policymakers in all four of the highlighted cities leverage the presence of national government agencies and stimulate the economy by way of various locational policy strategies.While accounting for their secondary status, this book illustrates how capital-city actors such as firms, national, regional and local governments, policymakers and planning practitioners are keenly aware of the unique status of their city. Indeed, the scientific and engineering leadership of the United States and its allies in the twentieth century played key roles in the successful outcomes of both World War II and the Cold War, sparing the world the twin horrors of fascism and tota- tarian communism, and fueling the economic prosperity that followed. - day, as the United States and its allies once again find themselves at war, President Truman’s words ring as true as they did a half-century ago. The goal set out in the Truman Administration of maintaining leadership in s- ence has remained the policy of the U. S. government to this day. Dr. John Marburger, the Director of the Office of Science and Technology (OSTP) in the Executive Office of the President, made remarks to that effect during 2 his confirmation hearings in October 2001. The United States needs metrics for measuring its success in meeting this goal of maintaining leadership in science and technology.

This book arises out of an ESRC project devoted to an examination of the economic, social and cultural impacts of the 'service class' on rural areas. The research was an attempt to document these impacts through close empirical work in a set of three rural communities, but something happened on the way. The authors found that the 'rural' became a real sticking point. Respondents used it in different ways - as a bludgeon, as a badge, as a barometer - to signify many different things - security, identity, community, domesticity, gender, sexuality, ethnicity - nearly always by drawing on many different sources - the media, the landscape, friends and kin, animals. It became abundantly clear that the 'rural', whatever chameleon form it took, was a prime and deeply felt determinant of the actions of many respondents. Yet it was also clear that to the authors they possessed no theoretical framework that could allow them to negotiate the 'rural' to deconstruct its diverse nature as a category. Rather each of the extended essays in the book is an attempt by each author to draw out one aspect of the 'rural' by drawing on different traditions in social and cultural theory.

Decision-makers whose roles involve the promotion and control of the environment must look to lessons that can be learnt from biosystems that include animals other than man. Toxins and Targets details the way in which organisms from diverse habitats in the plant and animal kingdoms have adapted to handle toxins safely. Part I, on the aquatic environment, highlights the means by which marine organisms have adapted their toxins to be effective in a world of high aqueous solubility and infinite dilution. Part II deals with venomous terrestrial organisms and the mechanisms by which they damage animal cells, and Part III considers the way in which human society attempts to investigate toxicity and to control both synthetic and naturally occurring poisons. The development of a safe environ­ment depends on increased knowledge and novel approaches to solving escalating problems. This book is a step towards this end.
