Lühiülevaade on antud ka ülemkoja Riiginõukogu koosseisust ja tegevusest.Autor püüab leida vastuseid küsimusele kuidas mõjutas üleminek absolutismilt dualistlikule monarhiale Eesti ja Läti arenguid, millised oli parlamentaarsed võimalused lahendada teravaid sotsiaalseid probleeme ühiskondliku konsensuse ja liberaalsete reformide abil.Esmakordselt avaldatakse eestikeelses tõlkes suur hulk duumaga seotud dokumente ja andmestikku. Die Schreiben des Tibetologen und Mongolisten Georg Huth an seinen Sch ler Berthold Laufer (1874-1934), der einer der bedeutendsten Ostasienwissenschaftler seiner Zeit wurde, geben einen Einblick in das Lehrer-Sch ler-Verh ltnis und die Studiensituation am Ende des 19. Jahrhunderts an der Berliner Universit t. Es ist bemerkenswert, wie freundschaftlich und kollegial diese Beziehungen waren; freilich war Laufer ein vielseitig gebildeter Mann, der bereits erhebliche Studienerfahrung hatte. Themenschwerpunkte waren die anstehende Promotion, die in Leipzig stattfinden sollte, da es zu dem Zeitpunkt kein Ordinariat f r Sinologie oder Tibetologie an der Humboldt-Universit t gab. Insofern hatten Laufers beide Betreuer in Berlin, Wilhelm Grube (Sinologie, Mandschu) und Georg Huth, ebenfalls beide in Leipzig promoviert. Au erdem ging es um die Doktorarbeit, die m glichen Berufsaussichten und um Rezensionen von Huths und Grubes Arbeiten. Da keine orientalistischen Stellen in Deutschland verf gbar waren, richteten sich die berlegungen auf eine Forschungsreise nach Nordostasien (Amurgebiet), die vom American Museum of Natural History in New York in Aussicht genommen war, sowie ein anderes Projekt, das von den Petersburger Orientalisten Wilhelm Radloff und Carl Salemann ventiliert wurde und eine Forschungsreise nach Zentralasien vorsah. Das amerikanische Vorhaben kam fr her zur Entscheidung und Laufer unternahm die Morris K. Jesup Expedition ins Amurgebiet. Since the collapse of the USSR there has been a growing interest in the Stolypin Land Reform as a possible model for post-Communist agrarian development. Using recent theoretical and empirical advances in Anglo-American research, Dr Pallot examines how peasants throughout Russia received, interpreted, and acted upon the government's attempts to persuade them to quit the commune and set up independent farms. She shows how a majority of peasants failed to interpret the Reform in the way its authors had expected, with outcomes that varied both temporally and geographically. The result challenges existing texts which either concentrate on the policy side of the Reform or, if they engage with its results, use aggregated, official statistics which, this text argues, are unreliable indicators of the pre-revolutionary peasants reception of the Reform.

For this provocative rephotography project, bringing past and present into dynamic juxtaposition, renowned photographer Mark Klett has gone to the same locations pictured in forty-five compelling historic photographs taken in the days following the 1906 earthquake and fires and precisely duplicated each photograph's vantage point.
