For decades, the distressed cities of the Rust Belt have been symbols of deindustrialization and postindustrial decay, their troubles cast as the inevitable outcome of economic change. The debate about why the fortunes of cities such as Detroit have fallen looms large over questions of social policy. In Manufacturing Decline, Jason Hackworth offers a powerful critique of the role of Rust Belt cities in American political discourse, arguing that antigovernment conservatives capitalized on—and perpetuated—these cities’ misfortunes by stoking racial resentment.Hackworth traces how the conservative movement has used the imagery and ideas of urban decline since the 1970s to advance their cause. Through a comparative study of shrinking Rust Belt cities, he argues that the rhetoric of the troubled “inner city” has served as a proxy for other social conflicts around race and class. In particular, conservatives have used images of urban decay to craft “dog-whistle” messages to racially resentful whites, garnering votes for the Republican Party and helping justify limits on local autonomy in distressed cities. The othering of predominantly black industrial cities has served as the basis for disinvestment and deprivation that exacerbated the flight of people and capital. Decline, Hackworth contends, was manufactured both literally and rhetorically in an effort to advance austerity and punitive policies. Weaving together analyses of urban policy, movement conservatism, and market fundamentalism, Manufacturing Decline highlights the central role of racial reaction in creating the problems American cities still face.

Anxiety disorders are the most common psychiatric disorders in the United States, exceeding mood, impulse-control, and substance-use disorders, and they are especially common among younger cohorts. More and more Americans are taking antianxiety medications. According to polling data, anxiety is experienced more frequently than other negative emotions. Why have we become so anxious?In Unnerved, Jason Schnittker investigates the social, cultural, medical, and scientific underpinnings of the modern state of mind. He explores how anxiety has been understood from the late nineteenth century to the present day and why it has assumed a more central position in how we think about mental health. Contrary to the claims that anxiety reflects large-scale traumas, abrupt social transitions, or technological revolutions, Schnittker argues that the ascent of anxiety has been driven by slow transformations in people, institutions, and social environments. Changes in family formation, religion, inequality, and social relationships have all primed people to be more anxious. At the same time, the scientific and medical understanding of anxiety has evolved, pushing it further to the fore. The rise in anxiety cannot be explained separately from changes in how patients, physicians, and scientists understand the disorder. Ultimately, Schnittker demonstrates that anxiety has carried the imprint of social change more acutely than have other emotions or disorders, including depression. In both politics and art in recent decades, there has been a dramatic shift in emphasis on representation of identity. Liberal ideals of universality and individuality have given way to a concern with the visibility and recognition of underrepresented groups. Modernist and postmodernist celebrations of disruption and subversion have been challenged by the view that representation is integral to social change. Despite this convergence, neither political nor aesthetic theory has given much attention to the increasingly central role of art in debates and struggles over cultural identity in the public sphere.Connecting Hegelian aesthetics with contemporary cultural politics, Jason Miller argues that both the aesthetic and political value of art are found in the reflexive self-awareness that artistic representation enables. The significance of art in modern life is that it shows us both the particular element in humanity as well as the human element in particularity. Just as Hegel asks us to acknowledge how different historical and cultural contexts produce radically different experiences of art, identity-based art calls on its audiences to situate themselves in relation to perspectives and experiences potentially quite remote—or even inaccessible—from their own. Miller offers a timely response to questions such as: How does contemporary art’s politics of perception contest liberal notions of deliberative politics? How does the cultural identity of the artist relate to the representations of cultural identity in their work?
