Partisan Interventions

Partisan Interventions

Brian C. Rathbun

Cornell University Press
2004
sidottu
Ideological differences among political parties result in consistently different understandings of the national interest, Brian C. Rathbun shows. These differences between parties are critical as major international events unfold. In the first comprehensive treatment of the effects of partisan politics in foreign affairs, Rathbun examines domestic party disagreements across the 1990s in Britain, France, and Germany regarding humanitarian interventions and the creation of a European Union security force. The different reactions of the left and the right in the Western European nations had, for example, profound implications for the resolution of conflicts in Bosnia and Kosovo. Rathbun argues that leftist parties, compared to their rightist counterparts, believe less in the efficacy of force, are more willing to rely on multilateral cooperation to realize their goals, and have a broader conception of the national interest that includes the promotion of human rights abroad. Cultural factors, such as a nation's unique history with the use of force, do not constrain partisan debate but rather make particular issues controversial and help parties resolve value conflicts. Partisan Interventions is based on interviews with dozens of senior party and government officials. Rathbun draws on the experiences of former foreign and defense ministers, heads of the armed services, ambassadors to the United Nations and NATO, and party spokespersons on foreign and defense policy.

Diplomacy's Value

What is the value of diplomacy? How does it affect the course of foreign affairs independent of the distribution of power and foreign policy interests? Theories of international relations too often implicitly reduce the dynamics and outcomes of diplomacy to structural factors rather than the subtle qualities of negotiation. If diplomacy is an independent effect on the conduct of world politics, it has to add value, and we have to be able to show what that value is. In Diplomacy's Value, Brian C. Rathbun sets forth a comprehensive theory of diplomacy, based on his understanding that political leaders have distinct diplomatic styles: coercive bargaining, reasoned dialogue, and pragmatic statecraft. Drawing on work in the psychology of negotiation, Rathbun explains how diplomatic styles are a function of the psychological attributes of leaders and the party coalitions they represent. The combination of these styles creates a certain spirit of negotiation that facilitates or obstructs agreement. Rathbun applies the argument to relations among France, Germany, and Great Britain during the 1920s as well as Palestinian–Israeli negotiations since the 1990s. His analysis, based on an intensive analysis of primary documents, shows how different diplomatic styles can successfully resolve apparently intractable dilemmas and equally, how they can thwart agreements that were seemingly within reach.

Mary Lee Settle's Beulah Quintent

Mary Lee Settle's Beulah Quintent

In the mid-1950s, when Mary Lee Settle published The Love Eaters and The Kiss of Kin, critics hailed her as a sharp and acidic writer. However, when in subsequent novels the focus of her work shifted from contemporary social realism to historical fiction, the same critics who previously had praised her work lost enthusiasm. In Mary Lee Settle's Beulah Quintet: The Price of Freedom, Brian Rosenberg examines Settle's work, especially Prisons, O Beulah Land, Know Nothing, The Scapegoat, and The Killing Ground, to show the magnitude and artistic merit in a single, continuous fiction, a fiction of major importance.According to Rosenberg, the Beulah quintet is one of the few grandly ambitious works of historical fiction written by an American woman. In the novels, Settle attempts to apply a European tradition of historical re-creation to American experience and, in so doing, to adapt a largely conservative form to the demands of a revolutionary history and ideology. Although the immediate subject is the history of a region in West Virginia, the deeper subject is nothing less than the history of America: the beliefs, conflicts, and illusions that gave rise to, and continue to distinguish, American culture.Rosenberg also treats the reaction to the Beulah quintet among literary critics. He looks at the neglect and misjudgment the novels have suffered by being labeled historical fiction, a genre often though to consist largely of ""romance novels,"" and explains why the quintet should be placed among the canonical works of contemporary American literature.Rosenberg includes in his book the transcript of an interview he conducted with Settle in which she reflects on both her intentions as a writer and the reception of her work. Mary Lee Settle's fiction has for too long been misperceived. Brian Rosenberg's thorough analysis of the Beulah quintet will allow a larger audience to understand the nature and scope of her achievement.
Bloody Flag of Anarchy

Bloody Flag of Anarchy

Brian C. Neumann

LOUISIANA STATE UNIVERSITY PRESS

Generations of scholars have debated why the Union collapsed and descended into civil war in the spring of 1861. Turning this question on its head, Brian C. Neumann's Bloody Flag of Anarchy asks how the fragile Union held together for so long. This fascinating study grapples with this dilemma by reexamining the nullification crisis, one of the greatest political debates of the antebellum era, when the country came perilously close to armed conflict in the winter of 1832–33 after South Carolina declared two tariffs null and void. Enraged by rising taxes and the specter of emancipation, 25,000 South Carolinians volunteered to defend the state against the perceived tyranny of the federal government. Although these radical Nullifiers claimed to speak for all Carolinians, the impasse left the Palmetto State bitterly divided. Forty percent of the state's voters opposed nullification, and roughly 9,000 men volunteered to fight against their fellow South Carolinians to hold the Union together.Bloody Flag of Anarchy examines the hopes, fears, and ideals of these Union men, who viewed the nation as the last hope of liberty in a world dominated by despotism—a bold yet fragile testament to humanity's capacity for self-government. They believed that the Union should preserve both liberty and slavery, ensuring peace, property, and prosperity for all white men. Nullification, they feared, would provoke social and political chaos, shattering the Union, destroying the social order, and inciting an apocalyptic racial war. By reframing the nullification crisis, Neumann provides fresh insight into the internal divisions within South Carolina, illuminating a facet of the conflict that has long gone underappreciated. He reveals what the Union meant to Americans in the Jacksonian era and explores the ways both factions deployed conceptions of manhood to mobilize supporters. Nullifiers attacked their opponents as timid "submission men" too cowardly to defend their freedom. Many Unionists pushed back by insisting that "true men" respected the law and shielded their families from the horrors of disunion. Viewing the nullification crisis against the backdrop of global events, they feared that America might fail when the world, witnessing turmoil across Europe and the Caribbean, needed its example the most. By closely examining how the nation avoided a ruinous civil war in the early 1830s, Bloody Flag of Anarchy sheds new light on why America failed three decades later to avoid a similar fate.

Compared to verbal print media, the mechanisms for making, disseminating, and managing photographs are all quite new. At the same time, there is little precedent for how to think about pictures as items to be managed for the use of others. In Photo Provocations, O'Connor and Wyatt provide us with "threads of thought" from which can be woven into more effective systems of access and use. While some of the essays in the text are aimed directly at librarians, archivists, and those whose professional work hinges directly on deep understanding of photographs, the majority is aimed at all who want to make better use of images: whether in shooting photographs, using photographs to tell stories or make presentations, depending on photographs for evidence in numerous academic arenas, or using family photo albums to help make sense out of being human.
Enemies to Allies

Enemies to Allies

Brian C. Etheridge

At the close of World War II, the United States went from being allied with the Soviet Union against Germany to alignment with the Germans against the Soviet Union -- almost overnight. While many Americans came to perceive the German people as democrats standing firm with their Western allies on the front lines of the Cold War, others were wary of a renewed Third Reich and viewed all Germans as nascent Nazis bent on world domination. These adversarial perspectives added measurably to the atmosphere of fear and distrust that defined the Cold War.In Enemies to Allies, Brian C. Etheridge examines more than one hundred years of American interpretations and representations of Germany. With a particular focus on the postwar period, he demonstrates how a wide array of actors -- including special interest groups and US and West German policymakers -- employed powerful narratives to influence public opinion and achieve their foreign policy objectives. Etheridge also analyses bestselling books, popular television shows such as Hogan's Heroes, and award-winning movies such as Schindler's List to reveal how narratives about the Third Reich and Cold War Germany were manufactured, contested, and co-opted as rival viewpoints competed for legitimacy. From the Holocaust to the Berlin Wall, Etheridge explores the contingent nature of some of the most potent moral symbols and images of the second half of the twentieth century. This groundbreaking study draws from theories of public memory and public diplomacy to demonstrate how conflicting US accounts of German history serve as a window for understanding not only American identity, but international relations and state power.

The remarkable story of the spiritual search of one of Michigan’s most successful entrepreneurs.John E. Fetzer and the Quest for the New Age follows thespiritual sojourn of John E. Fetzer, a Michigan business tycoon. Born in 1901 and living most of his life in Kalamazoo, Fetzer parlayed his first radio station into extensive holdings in broadcasting and other enterprises, leading to his sole ownership of the Detroit Tigers in 1961. By the time he died in 1991, Fetzer had been listed in Forbes magazine as one of the four hundred wealthiest people in America. And yet, business success was never enough for Fetzer—his deep spiritual yearnings led him from the Christianity of his youth to a restless exploration of metaphysical religions and movements ranging from Spiritualism, Theosophy, Freemasonry, UFOology, and parapsychology, all the way to the New Age as it blossomed in the 1980s.Author Brian C. Wilson demonstrates how Fetzer’s quest mirrored those of thousands of Americans who sought new ways of thinking and being in the ever-changing spiritual movements of the twentieth century. Over his lifetime, Fetzer's worldview continuously evolved, combining and recombining elements from dozens of traditions in a process he called ""freedom of the spirit."" Unlike most others who engaged in a similar process,Fetzer’s synthesis can be documented step by step using extensive archival materials, providing readers with a remarkably rich and detailed roadmap through metaphysical America. The book also documents how Fetzer’s wealth allowed him to institutionalize his spiritual vision into a thriving foundation—the Fetzer Institute—whichwas designed to carry his insights into the future in hopes that it would help catalyze a global spiritual transformation.John E. Fetzer and the Quest for the New Age offers a window into the rich and complex history of metaphysical religions in the Midwest and the United States at large. It will be read with interest by those wishing to learn more about this enigmatic Michigan figure, as well as those looking for an engaging introduction into America’s rapidly shifting spiritual landscape.

Spirituality for Everyday Living is a practical resource for people who seek to be "in the world but not of it." It is for individuals or reflection groups who seek God through the qualities of ordinary life. This book takes as its model the monastic Rule of St. Benedict with its balance of prayer, conversion of life, commitment, study, work, relationships, and solitude. These principles are explored for their application to those of us outside the enclosure struggling to find God in the very life we have been given. Recommended readings from the Rule are listed at the end of each section of this book.

Democracy, Dialectics, and Difference

It has been nearly two centuries since Marx famously turned Hegel on his head in order to repurpose dialectics as a revolutionary way of thinking about the internal contradictions of our social relations. Despite critiques from post-structuralists, post-colonialists, and others, there has been a resurgence of dialectical thought among political theorists as of late. This resurgence has coincided with a rise in the mention of words like class warfare, socialism, and communism among the general public on the streets of Seattle in 1999, in Cairo’s Tahrir Square, in the actions of the Greek anarchists and the Spanish indignados, and in the rallying cry of "we are the 99%" of the Occupy Movement, and in academia. This book explores how it is that dialectical thought might respond to the critiques brought forth by those on the left who are critical of Marxism’s universalizing and authoritarian legacy.Brian C. Lovato singles out Ernesto Laclau and Chantal Mouffe as the key interlocutors in this ongoing conversation between Marxism and post-structuralism. Laclau and Mouffe argue that Marxist theory is inherently authoritarian, cannot escape a class-reductionist theory of revolutionary subjectivity, and is bound by a closed Hegelian ontology. Lovato argues the opposite by turning to two heterodox Marxist thinkers, Raya Dunayevskaya and C. L. R. James, in order to construct a radically democratic, dynamic, and open conceptualization of dialectical thought. In doing so, he advances a vision of Marxist theory that might serve as a resource to scholars and activists committed not only to combatting capitalism, but also to fighting against colonialism, patriarchy, white supremacy, and heteronormativity. The writings of Dunayevskaya and James allow for Marxism to become relevant again in these tumultuous early years of the 21st century.

From Jerusalem to Timbuktu – A World Tour of the Spread of Christianity
Christianity started in Jerusalem. For many centuries it was concentrated in the West, in Europe and North America. But in the past century the church expanded rapidly across Africa, Latin America, and Asia. Thus Christianity's geographic center of density is now in the West African country of Mali—in Timbuktu. What led to the church's vibrant growth throughout the Global South? Brian Stiller identifies five key factors that have shaped the church, from a renewed openness to the move of the Holy Spirit to the empowerment of indigenous leadership. While in some areas Christianity is embattled and threatened, in many places it is flourishing as never before. Discover the surprising story of the global advance of the gospel. And be encouraged that Jesus' witness continues to the ends of the earth.

Wilson describes them in this highly readable and entertaining book, Yankees - defined by their shared culture and sense of identity - had a number of distinctive traits and sought to impose their ideas across the state of Michigan. After the ethnic label of 'Yankee' fell out of use, the offspring of Yankees appropriated the term 'Midwesterner.' So fused did the identities of Yankee and Midwesterner become that understanding the larger story of America's Midwestern regional identity begins with the Yankees in Michigan.
