Examining how international criminal law has—and hasn't—brought justice following war crimes in AfricaEver since World War II, the United Nations and other international actors have created laws, treaties, and institutions to punish perpetrators of genocide, war crimes, and crimes against humanity. These efforts have established universally recognized norms and have resulted in several high-profile convictions in egregious cases. But international criminal justice now seems to be a declining force—its energy sapped by long delays in prosecutions, lagging public attention, and a globally rising authoritarianism that disregards legal niceties.This book reviews five examples of international criminal justice as they have been applied across Africa, where brutal civil conflicts in recent decades resulted in varying degrees of global attention and action. The first three chapters examine key international mechanisms: the International Criminal Court, the International Criminal Tribunal for Rwanda, and the hybrid tribunal established in Senegal to try state crimes committed in Chad. These chapters illustrate how the design and practice of the institutions led to similarly unexpected and unsatisfying outcomes.The final two chapters examine emerging and proposed international criminal justice mechanisms. One is a tribunal intended to facilitate peace in the new but war-torn country of South Sudan, not yet operational and unlikely to perform better than its predecessors. Finally, the book considers the developing human rights practice of the little-studied East African Court, a regional commercial court in Arusha, Tanzania, to show how local judicial creativity can win a role for courts in facilitating good governance.Written in an accessible style, this book explores the connections between politics and the doctrine of international criminal law. Highlighting little-known institutional examples and under-discussed political situations, the book contributes to a broader international understanding of African politics and international criminal justice, as well as the lessons the African experiences offer for other regions.

This book examines the effects of media interventions in the global South, and argues for a more adaptive and context-sensitive media development.The work investigates media development as part of statebuilding and the effects that Western-led media has in, and on, a newly built state. Drawing on extensive fieldwork, including interviews, observations and social surveys, it analyses the effect media interventions has on global South countries, from the population’s point of view. The findings show that in practice media development can be alien to the societies in which a free press is implemented, which can lead to unintended and negative consequences for social relations in a country. While the book uses South Sudan as a case study, it also presents different perspectives and shows that local views on the media are different from those of Western experts and policymakers. Therefore, the book advocates taking local views seriously and an adaptive media development that is sensitive to the context in which it is set up.This book will be of much interest to students of statebuilding, media studies, development studies and international relations in general.

The Sound State of Uzbekistan: Popular Music and Politics in the Karimov Era is a pioneering study of the intersection between popular music and state politics in Central Asia. Based on 20 months of fieldwork and archival research in Tashkent, this book explores a remarkable era in Uzbekistan’s politics (2001–2016), when the Uzbek government promoted a rather unlikely candidate to the prominent position of state sound: estrada, a genre of popular music and a musical relic of socialism. The political importance it attached to estrada was matched by the establishment of an elaborate bureaucratic apparatus for state oversight. The Sound State of Uzbekistan shows the continuing legacy of Soviet concepts to frame the nexus between music, artists and the state, and explains the extraordinary potency ascribed to estrada. At the same time, it challenges classical readings of transition and also questions common binary models for researching culture in totalitarian or authoritarian states. Proposing to approach lives in music under authoritarianism as a form of normality instead, the author promotes a post-Cold War paradigm in music studies.

As unions in most other industrialized democracies continue to decline, unions in Spain have been able to regain and maintain strength despite unfavorable institutional, political, and economic conditions. The Politics of Industrial Relations provides a comprehensive analysis of Spanish unions from the Franco dictatorship until the present. It builds on industrial relations, comparative politics, and political economy literature to investigate the trajectory of Spanish unions. The book analyzes unions as political actors, that is, their interaction and involvement with governments, political parties, and nationwide policy-making processes to explain why Spanish unions appear in some ways as atypical in West European comparison. The development of Spanish unions and industrial relations is framed in a historical-institutionalist approach while also taking into account globalization and Europeanization processes. Using the case of the Spanish transition to democracy, the book demonstrates that the historical sequencing of institutional reforms in the political and industrial relations arenas holds significant and long-lasting consequences for the nature of unions and labor relations. The book concludes that by understanding unions as political actors, the history of Spanish unionism and industrial relations institutions is more easily accommodated than looking at unions as industrial actors alone. Comprehensive in its theoretical scope and empirical depth, The Politics of Industrial Relations presents Spain as an anomaly, and thus as a test case, for a multitude of theories developed in the political economy and industrial relations literatures.

This book examines the circumstances surrounding SS-Obergruppenführer Karl Wolff's escape from prosecution for war crimes in 1945. Wolff avoided prosecution because of his role in 'Operation Sunrise', negotiations conducted by high-ranking American, Swiss and British officials - in violation of the Casablanca agreements with the Soviet Union - for the surrender of German forces in Italy that enabled the Anglo-American forces to take Trieste. After 1945, Allied officials, amongst them Allen Dulles, in a move that later helped him ascend to the head of the CIA, shielded Wolff from prosecution to maintain secrecy about the negotiations. 'Operation Sunrise' thus relates to the early origins of the Cold War in Europe and had wide-ranging implications, even in the field of justice: new evidence suggests that the Western Allies not only failed to ensure cooperation between their respective national war crimes prosecution organizations, but in certain cases even obstructed justice by withholding evidence from the prosecution.
