In Why People Cooperate, Tom Tyler challenges the decades-old notion that individuals within groups are primarily motivated by their self-interest. Instead, he demonstrates that human behaviors are influenced by shared attitudes, values, and identities that reflect social connections rather than material interests. Tyler examines employee cooperation in work organizations, resident cooperation with legal authorities responsible for social order in neighborhoods, and citizen cooperation with governmental authorities in political communities. He demonstrates that the main factors for achieving cooperation are socially driven, rather than instrumentally based on incentives or sanctions. Because of this, social motivations are critical when authorities attempt to secure voluntary cooperation from group members. The 1997 election marked the prospect of a new era in social welfare - the possibility of establishing a third phase in the post-war history of the welfare state (the first being the creation of the Keynesian welfare state, the second the Thatcher/Major neo-liberal reforms). The welfare state that the government inherited from the Conservatives is widely believed to be in a critical condition. At the same time, there is evidence of widening social inequality in Britain which existing social policy measures fail to address. Whilst acknowledging that future welfare strategies are likely to operate within a market paradigm, the key argument of this book is that welfare providers should operate within a more accountable and democratic environment where service-users have the right to participate in decision-making processes affecting their welfare - regardless of the ability to pay. The book concludes that the dominant discourse shaping social policy in Britain must be recognized and should not be accepted uncritically and that there are very real economic (as well as social) benefits from taking measures to address social disadvantage.

A two-volume charity cookbook like this is a rarity. The best guess is that there have been "hundreds of thousands" of community and charity cookbooks (CCBs in the parlance of historians who study them) published in the United States since the first one -- The Poetical Cookbook -- in 1864. Since they have been small, local efforts in practically every town and hamlet in the U.S. for 150 years, nobody has really collected them all or counted them. Some, no doubt, have had multiple printings, but an entirely new edition, with a changed set of recipes would be hard to find.Chicamacomico Cookery, Volume Two, is a phenomenon for more than its "rare sequel" status. It documents local history and the people who made that history. It was published by volunteers in the Chicamacomico Banks Volunteer Fire Department Ladies Auxiliary about 10 years after an earlier group put together Volume One. Only seven contributors to Volume One (1970-1973) were listed among the 84 contributors to Volume Two (1980-1983). Volume One seemed to contain largely local recipes - many for the fish and shellfish that were caught locally. In Volume Two, though, the recipes that the Outer Banks cooks submitted included many from outside sources -- different regions and places on the Earth far from "the Banks."Also, the women who contributed to Volume Two were more inclined to use their own names rather than "Mrs." and their husband's name as they did in Volume One.
