Da hun var 21 år gammel, ble Wanda Heger og hennes familie sivilinternert i Tyskland. Der havnet de på et slott ikke langt unna konsentrasjonsleiren Sachsenhausen. På eget initiativ, uten annen motivering enn et diffust ønske om å hjelpe, og uten å ha noen klar forestilling om hva en konsentrasjonsleir var, utrustet Wanda seg med noen norgesglass kokte poteter og gikk opp til leirporten, banket på og ba om å få gi dem til fangene. Denne i og for seg uhørte handlingen skulle utgjøre startpunktet for en lang og dramatisk hendelsesrekke som kuliminerte i en av den annen verdenskrigs mest fascinerende aksjoner: De hvite bussene, som reddet over 15 000 fanger i krigens sluttfase. Den involverer også en svært spesiell, og i utgangspunktet utenkelig, kjærlighetshistorie. Fortellingen har historiske, politiske og mellommenneskelige aspekter som strekker seg direkte inn i den nazistiske toppledelsen, den norske, svenske og danske regjering, det internasjonale Røde kors og en lang rekke enkeltaktører på internasjonalt nivå.
