When American radio broadcasting began in the early 1920s there was a consensus among middle-class opinion makers that the airwaves must never be used for advertising. Even the national advertising industry agreed that the miraculous new medium was destined for higher cultural purposes. And yet, within a decade American broadcasting had become commercialized and has remained so ever since. Much recent scholarship treats this unsought commercialization as a coup, imposed from above by mercenary corporations indifferent to higher public ideals. Such research has focused primarily on metropolitan stations operated by the likes of AT&T, Westinghouse, and General Electric. In American Babel, Clifford J. Doerksen provides a colorful alternative social history centered on an overlooked class of pioneer broadcaster—the independent radio stations. Doerksen reveals that these "little" stations often commanded large and loyal working-class audiences who did not share the middle-class aversion to broadcast advertising. In urban settings, the independent stations broadcast jazz and burlesque entertainment and plugged popular songs for Tin Pan Alley publishers. In the countryside, independent stations known as "farmer stations" broadcast "hillbilly music" and old-time religion. All were unabashed in their promotional practices and paved the way toward commercialization with their innovations in programming, on-air style, advertising methods, and direct appeal to target audiences. Corporate broadcasters, who aspired to cultural gentility, were initially hostile to the populist style of the independents but ultimately followed suit in the 1930s. Drawing on a rich array of archives and contemporary print sources, each chapter of American Babel looks at a particular station and the personalities behind the microphone. Doerksen presents this group of independents as an intensely colorful, perpetually interesting lot and weaves their stories into an expansive social and cultural narrative to explain more fully the rise of the commercial network system of the 1930s.

The Romans depicted the civil law as a body of rules crafted through communal deliberation for the purpose of self-government. Yet, as Clifford Ando demonstrates in Law, Language, and Empire in the Roman Tradition, the civil law was also an instrument of empire: many of its most characteristic features developed in response to the challenges posed when the legal system of Rome was deployed to embrace, incorporate, and govern people and cultures far afield. Ando studies the processes through which lawyers at Rome grappled with the legal pluralism resulting from imperial conquests. He focuses primarily on the tools-most prominently analogy and fiction-used to extend the system and enable it to regulate the lives of persons far from the minds of the original legislators, and he traces the central place that philosophy of language came to occupy in Roman legal thought. In the second part of the book Ando examines the relationship between civil, public, and international law. Despite the prominence accorded public and international law in legal theory, it was civil law that provided conceptual resources to those other fields in the Roman tradition. Ultimately it was the civil law's implication in systems of domination outside its own narrow sphere that opened the door to its own subversion. When political turmoil at Rome upended the institutions of political and legislative authority and effectively ended Roman democracy, the concepts and language that the civil law supplied to the project of Republican empire saw their meanings transformed. As a result, forms of domination once exercised by Romans over others were inscribed in the workings of law at Rome, henceforth to be exercised by the Romans over themselves.

The sheer volume of arms produced, and the physical and human dimensions of the industrial apparatus used to produce those arms, was unmatched. Militarization affected every fiber of the economic system; for individuals and households, it provided support for measures to restrict free choice in almost every aspect of people's personal lives, from where they lived and worked to what they ate and wore.All of this has now changed radically. Russia has removed nearly all the restrictions on individuals and it is now drastically reducing its military-industrial sector. By some measures, one could say that the country has already demilitarized. Russia today produces only a small fraction of the arms it did five years ago, but militarization of the economy is far from an issue of the past for Russia. As this book clearly demonstrates, the costs which it imposed represent one of the biggest continuing burdens that Russia will have to bear. One of Clifford Gaddy's main purposes of this book is to uncover the enduring costs of militarization.This book differs from other studies of the overall effect of militarization on Soviet society in two ways. First, it stresses the connection between market reform and demilitarization. It shows how introducing market prices and giving citizens and firms freedom of choice have progressively stripped away many of the advantages previously enjoyed by the Soviet military-industrial complex. Second, the book concentrates on the consequences of militarization and demilitarization not only for enterprises, but also for individuals and local communities. This broad view provides new insights into how pervasive militarization really was in the past and how difficult demilitarization is and will continue to be in the transition period.The book is divided into two parts that focus loosely on ""the system"" and ""the people."" The first talks about what the Soviet defense economy was and how it has become encompassed by the overall reform process since 1985. The second analyzes how the behavior of the people at the grassroots is helping to shape the overall process of demilitarization in Russia. For close to 100 years, America's surface freight industries, primarily rail and trucking, operated under the protective wing of the U.S. government. In 1980 Congress, finding vast inefficiencies in the two industries, substantially deregulated both, opening them at last to market competition.Deregulation has brought with it many changes?for firms within the industries, for their labor force, and for shippers and their customers. Clifford Winston, Thomas M. Corsi, Curtis M. Grimm, and Carol A Evans provide a comprehensive evaluation of the effect of the deregulation legislation on the rail and trucking industries.According to the authors, deregulation has made substantial progress in solving the two most vexing problems of the surface freight transportation industry?excessive rates in the trucking industry and insufficient returns on investment in the rail industry. Competition and efficiency have returned to both industries, and although the labor force in each has suffered wage and job losses, shippers and their customers have gained roughly $20 billion a year in benefits. The authors recommend policies that would continue to promote competition and the efficient use of highway and railway infrastructure.
