This book discusses the regulatory and trade challenges facing the global adoption of biotechnological products and offers strategies for overcoming these obstacles and moving towards greater global food security. The first section of the book establishes the context of the conflict, discussing the challenges of global governance, international trade, and the history of regulation of genetically modified (GM) crops. In this section, the authors emphasize the shift from exclusively science-based regulation to the more socio-economically focused framework established by the Cartagena Protocol on Biosafety, which was adopted in 2000. The second section of the book provides a snapshot of the current state of international GM crop adoption and regulation, highlighting the US, Canada, and the EU. The final section of the book identifies options for breaking the gridlock of regulation and trade that presently exist. This book adds to the current literature by providing new information about innovative agricultural technologies and encouraging debate by providing an alternative to the narratives espoused by environmental non-governmental organizations. This book will appeal to students of economics, political science, and policy analysis, as well as members of regulatory agencies and agricultural industry firms.

The ECOMAC project (Eco-management Accounting as a Tool of Environmental Man­ agement) has provided a framework for linking environmental management with man­ agement accounting. The project is of high policy relevance by contributing to the on-going debate on eco­ management accounting, reporting and indicators. It is also an area needing further re­ search. The continental shelf seas have an importance which is out of proportion to the rela­ tively small fraction of the area of the global ocean which they occupy. These shallow seas play an important role as the high energy boundary zones of the deep ocean where much of the ocean's tidal and wave energies are dissipated. They are highly productive biologically and are responsible for most of the world's fishery production. In many cases, they are also sources of economically important resources, notably hydrocarbons and they are frequently important as thorough­ fares for merchant shipping. Because they are the regions of the ocean closest to our centres of population and industrial activity, they have been the first to feel the impact of the increasing pressures imposed by large scale waste disposal into the ocean. The North Sea is an archetypal representative of such seas: we need to be able to understand its processes and predict them if we are to achieve a degree of rational management in the future, as the environmental threats increase. The understanding required extends through a wide range of processes that operate in the shelf seas from the fundamental physics to the chemistry and biology of the water column and the seabed sediments. These processes, and the interactions between them, cut across the traditional discipline boundaries within marine science and require a substantial inter­ disciplinary effort for their effective study.

This Technical Report presents the outcome of a Working Group that was established to determine broadly applicable sound exposure guidelines for fishes and sea turtles. After consideration of the diversity of fish and sea turtles, guidelines were developed for broad groups of animals, defined by the way they detect sound. Different sound sources were considered in terms of their acoustic characteristics and appropriate metrics defined for measurement of the received levels. The resultant sound exposure guidelines are presented in a set of tables. In some cases numerical guidelines are provided, expressed in appropriate metrics. When there were insufficient data to support numerical values, the relative likelihood of effects occurring was evaluated, although the actual likelihood of effects depends on the received level. These sound exposure guidelines, which are based on the best scientific information at the time of writing, should be treated as interim. The expectation is that with more research the guidelines can be refined and more cells in the tables completed. Recommendations are put forward defining the research requirements of highest priority for extending these interim exposure guidelines.
